DRC Somalia is looking for a dynamic and experienced Project Manager who will provide overall quality and delivery of DRC’s Somalia Crisis Recovery Project across established project specific areas of operation in Somalia. The key objectives of this role include overseeing internal delivery of SCRP for effective, efficient project delivery, including quality reporting, governance, client management and work planning. The commercial contract Project Manager will be responsible for providing leadership of the World bank funded Somalia Crisis Recovery Project in close coordination with the DRC Head of Program, government stakeholders and SomReP Consortium led by WVI. S/he is expected to contribute to the strategic thinking, planning, and overall coordination efforts of the Somalia Crisis recovery project and will be responsible for ensuring that a drive for quality and innovative practice is embedded in the day-to-day implementation of the project by DRC ands partners

Responsibilities:

Program Strategy & Development

  •  Responsible for project delivery, especially:
    •  Client and subcontract management
    •  Team Leader management and support
    •  Coordination of project resources and inputs (work plan)
  •  Manages finalisation and submission of project deliverables
  •  Manages risk matrix, escalates to Project Director
  •  Manages internal communications and reporting, such as key performance indicators and narrative project updates.
  •  Manages and/or monitors any external communications
  •  Ensures internal management processes followed, such as QA
  •  Lead development of a vision and strategy for SCRP shared with activity staff and stakeholders.
  •  Leverage DRC’s existing livelihood and resilience programming and expertise to ensure technical quality and integration with complementary initiatives.
  •  Participate in DRC’s strategic discussions at the area and country level.
  •  Oversee program management and administration for the duration of SCRP. Ensure implementation is on time, target, and budget, using effective M&E systems to assess impact.
  •  Ensure that program implementation is responsive to communities and partners and consistent with DRC’s relevant program guidelines, principles, values, quality standards, and strategic plan.
  •  Develop partnership frameworks, contractor agreements/Memorandum of Understandings, and oversee capacity building for partners.
  •  Integrate locally-driven approaches, gender sensitivity, and capacity building into all activities, as appropriate. Certify that all interventions adhere to DRC’s Inclusion Policy, Do No Harm principles, and program participant accountability standards.
  •  Ensure program strategies and activities represent global good practice for emergency and resilience programming.
  •  Coordinate with procurement, logistics, security

Team Management

    •  Oversee recruitment and onboarding of the activity staff, including national staff, and consultants.
    •  Develop the capacity of the team, deepen understanding of staff roles, and assist with career development.
    •  Provide team members with information, tools, and resources to improve performance & reach objectives.
    •  Promote staff accountability, communicate expectations, and provide constructive feedback informally and formally via regular one-on-one meetings and performance reviews.

 

 

    •  Create and sustain a work environment of mutual respect where team members strive to achieve excellence.

 

 

  •  Support DRCs global initiatives for human resources, including safeguarding and diversity, and talent development.

Finance & Compliance

  •  Ensure compliance with World Bank and DRC’s regulations.
  •  Maintain systems to ensure effective and transparent use of financial resources for timely and informative reporting in line with contract needs.

Influence & Representation

  •  Represent SCRP project at government, donor, NGO, and other relevant events, in close coordination with the Country Director.
  •  Coordinate activities with consortium partners, subgrantees, local government, and other implementers, as well as with other DRC programs.

Risk Management

  •  Collaborate with country leadership to support preparedness and response to major disruptive events.
  •  Work closely with the country team’s security focal point to develop and maintain systems that promote the safety and security of all team members.
  •  Ensure that programs are designed and implemented with a clear analysis and understanding of security.

Monitoring and Evaluation

  •  Support in developing and implementing the project monitoring and evaluation plan, and timely submission of reports and other document requirements.
  •  Provide feedback on project implementation modality and assist in achieving maximum efficiency in project delivery.
  •  Support the teams in undertaking regular participatory monitoring and verification visits to ensure adequate progress against action plans, outputs and ensuring that quality elements are signed off.

Qualifications and Experience

  •  Min 5 years management experience, of which at least 3 should include management of a large portfolio of programmes across multiple sectors.
  •  Min 3 years of experience in staff management and development.
  •  Post-graduate in international relations, Humanitarian Programs Management, degree, social science, international development and/or similar field
  •  Good understanding of displacement issues and related international standards/frameworks
  •  Strong experience in programme quality, MEAL, programme development and proven fundraising abilities with key donors
  •  Proven experience of representing externally to key stakeholders, including government authotities, donors, embassies and clusters.
  •  Experience of leading strategic programming and planning processes
  •  Experience of managing systems and tools to oversee complex project portfolios across different sectors and locations as well as within consortia
  •  Ability to live and work under pressure in a rapidly changing and sometimes insecure environment
  •  Team player with excellent communication and strong participatory leadership skills
  •  Ability to work in harazarous environments with limited social possibilities
  •  Fluency in written and spoken English required
  •  Fluency in written and spoken Somali desired

Conditions

Contract: 12 Months with possibility of extension, subject to funding and performance. Salary and other conditions are offered in accordance with DRC’s Terms of Employment; Employment band Management F

Availability: 1st December 2022

Duty station: This position is based in Mogadishu with travel to field locations .
