JOB TITLE: Project Officer (1) position ( Open to Somali National only)

BASE LOCATION: Baidoa

REPORT TO: Area Manager-South Cenral Somalia

LINE MANAGEMENT RESPONSIBILITIES: None

JOB SUMMARY

To be responsible for the day to day implementation of activities both Emergency and recovery projects for IRS in Baidoa districts in a timely, accountable and quality manner .

IRS is looking for professionally confident, self-motivated, experienced and committed team player to fill the position Project Officer to be based in Baidoa – District Somalia.

Main Duties and Responsibilities.

· Implementation of all projects in Baidoa region in a timely, accountable and quality manner.

· Documentation and reporting of all emergency and recovery projects in the area.

· Supervises the field monitors, livelihood assistant and other support staffs in the field office

· In Charge of the Baidoa office and ensure that all the staffs, assets and other IRS properties are safe.

· Attend all the cluster meetings across all the sectors and must represent IRS in all the forums organized by the UN, local authority, partners and other stakeholders.

· Work closely with the immediate supervisor-Area Manager and coordinates all the activities according the design of the projects

· Development of quality proposal that is based to the needs of the area after conducting successfully need assessments.

· Under take and support CRM in the area and ensure that CRM and protection is mainstream in all the projects.

· Oversee the implementation of all project’s activities including but not limited to cash grants, food and NFI distribution, water supply, hygiene promotion and primary health care in IDP settings in bay region to ensure the project is completed in a timely and accountable manner.

· Set up, plan, supervise and monitor the project at the field level to ensure the successful implementation of all project’s activities, the generation of planned outputs and attainment of key project objectives.

· Ensure needs assessment and sectorial assessments are conducted as and when required.

· Ensure that all activities undertaken are appropriately documented and properly maintained (beneficiary lists, distribution records, training log sheet etc.).

· Ensure timely and accurate reporting of all activities on daily, weekly and monthly basis to Area Manager/ Head of Programmes

· Contribute to donor reports through data sharing as well as case studies.

· Monitor project expenditures to ensure they are in line with IRS and donor requirements.

· Manage project staff including project assistant, food monitors, hygiene promoters and wash in an organized and systematic manner.

· Act as an interface between field team in bay and IRS relevant departments in Mogadishu office for provision of timely and effective support to emergency response operations.

· Coordinate with local authorities and all agencies including UN, INGOs and NGOs responsible for and working in IDP settings to avoid duplication and appropriate reporting in DOCC and clusters.

· Help ensure a balanced, representative and inclusive team and compliance process in consideration of equal opportunity and cultural sensitivity at base levels.

SKILLS AND BEHAVIOURS

  • Sound understanding of humanitarian principles, international standards including CHS and Sphere standards
  • Ability to train, mobilize, and manage national staff
  • Flexibility and ability to multi-task under pressure;
  • Ability to work well in unstable and frequently changing security environments;
  • Proven ability to work creatively and independently both in the field and in the office;
  • Good inter-personal skills, commitment and motivation
  • Must be a Somali national-fluent in written and spoken Somali and local languages .

QUALIFICATIONS

· Bachelor’s Degree or equivalent in Development studies, Social science or other relevant field

EXPERIENCE AND SKILLS

  • At least five years emergency response experience in similar position in NGOs/INGOs
  • Project management experience and familiarity with institutional donor funded projects

Additional job responsibilities

· Attending all the cluster meetings in your area of jurisdiction

· Attending any local authority meetings including other stakeholders’ meetings

· Development of quality proposals and Inclusion of gender across all the projects

· Conduct monitoring of projects including post mortem distribution

· Conducting joint or single standing assessments with other cluster members or partners
