The Positions and responsibilities:

AAH Somalia is looking for a suitable Somali national to fill the position of Project-Supply Coordinator based in Mogadishu- Somalia.

Summary of position

On behalf of the BRCiS consortium, Action against Hunger has been nominated to manage supply chain (Health and Nutrition) for the program in Somalia. As an Action against Hunger Representative and working closely with the Consortium Management Unit; the Supply Coordinator will ensure an effective coordination of supply. This will include quantification of needs, gap analysis, projections, procurement, delivery, monitoring and advocacy.

Purpose:

§ Strategically engage with Consortium Members to coordinate the ongoing identification of supply needs and solutions to ensure optimum delivery of BRCiS program.

§ Together with consortium partners, identify core advocacy concerns around supply and contribute key messages to the broader advocacy initiatives of the BRCiS, the consortium Lead Agency, donors and other relevant actors.

Engagement

§ Establish and ensure regular communication and coordination with all relevant sector stakeholders within Somalia

§ Effectively use and transfer information to, from, and between consortium partners and other relevant stakeholders.

§ Ensure the proper reporting, communication and coordination with CMU, between CMU and Action Against Hunger, as well as with consortium partner’s reps, within Somalia.

§ Maintain close coordination with Action Against Hunger International procurement section.

§ Close follow up with concern ministries for supply importation and tax exemption process.

§ Develop external engagement plan with core supply pipeline partners e.g UNICEF and WFP. Additionally, actively engage with MOH supply chain department and consortium partners on the use LMIS systems and tools for the improvement of supply chain systems, including data reporting and ordering processes.

Delivery:

§ Ensure that the Supply Chain dashboard is always up-to-date so the partners can have access to the most recent information at all times.

§ Together with consortium partners, lead the continuous identification of supply gaps and bottlenecks in country and establish a common strategy to address them.

§ Establish the supply strategy based on the priorities established by the CMU and ensure that the supply strategy is updated regularly according to evolving needs and that it establishes indicators by which performance of the supply unit can be measured.

§ Ensure the proper implementation and adherence of Supply Unit SOP.

§ Where necessary, identify and mobilize resources (i.e. financial, HR, assets) for services to be facilitated by the Supply Unit.

§ Ensure the efficient and timely implementation of the projects under the Supply Unit, following Action Against Hunger and donor guidelines.

§ Ensure timely, quality and accurate reporting on all aspects related to supply.

§ Contribute to real time evaluations and documentation of lessons learned.

§ In coordination with the line manager, advocate for funding with donors.

§ Take a lead in designing and launching supply trucking system in to ensure accurate supply allocation and utilization across BRCiS sites and reduce the opportunity of diversion of supplies to local markets.

§ Regular review and updating of medical and nutrition supply plan and raise concern to partners and CMU if there is under/over consumption.

§ Close follow up supply reception, warehousing, storage and distribution with field staff and ensure proper documentation and standardization.

I. Supervisory responsibilities:

  • Direct supervision of Stores Manager based in Mogadishu.

III. Physical demands

While performing the duties of this job, the employee is required to sit for long periods and to concentrate on work, including typing, and turn out heavy volumes of work accurately, within short time frames under stressful situations in the context of a moderately noisy office with many interruptions. Must be able to proofread own work accurately so that only minor corrections are needed on an infrequent basis.

To travel to the field, the employee must attest to a level of physical fitness capable of enduring physically difficult, highly stressful situations which may include the necessity to walk long distances, to eat a limited diet and/or to reside in potentially uncomfortable housing or tents.

IV. Working Conditions, Travel and Environment

The duties of the job require regular job attendance at least five days per week. Must be available to work outside normal office hours or on the weekends as required.

Must be able to travel as required for standard domestic and international business purposes. While performing the duties of this job in the field, the employee may be exposed to precarious settings under high security risks and/or very basic living conditions and outside weather conditions, as well as infectious diseases

V. Required Qualifications

Degree in Project Management, Pharmacy, Logistics or related field with at least 3 years’ professional experience in project management and humanitarian logistics, incl. land, shipping or air transport and logistics/transport operations.

VI. Required Skills & Experience

· Experience in emergency response.

· Knowledge of working in a consortium model.

· Partnership and service mind-set, a comprehensive set of competencies enabling immediately assumption of role in the designated area of responsibility with integrity, results orientation, teamwork, good interpersonal skills, well developed communication skills, analytical skills, flexibility, proactive engagement, gender and culturally sensitive, ability to work under pressure and demonstrates high tolerance for change, complexity and unpredictability.

· Willing and able to frequently travel to Somalia.

· Previous experience in Somalia desirable.

· Previous experience in Inter-agency coordination including managing Inter-agency meetings desirable.
