Background

DRC has been providing relief and development services in the Horn of Africa since 1997. Using a human rights framework, the DRC Somalia operations focuses mainly on people who are affected by displacement, including refugees, internally displaced, and migrant.

Danish Demining Group (DDG) is a specialized unit within DRC which implements mine action and armed violence reduction (AVR) programmes. DDG’s mandate is ‘to create a safe environment free from armed violence and the remnants of conflict’, and DDG does this via a programmatic focus on four key sectors: Security Systems Reform, Small Arms and Light Weapons (SALW) management, Mine Action and Conflict Management.

Overall Purpose of the role:

The Protection officer will be supervised by the Protection Team Leader. The officer coordinate and implement protection activities in Somaliland and specifically in selected areas. The protection officer will plan, implement, monitor, and document all protection activities under SHF with the support of Protection Team leader. The officer will support the case workers on implementation of Child protection, GBV and other protection related activities. He or She will be responsible for day to day protection implementation activities in the field. The protection officer will also work closely work with the case workers, protection monitors to produce monthly, weekly and daily reports and updates and share with protection Team Leader.

Responsibilities:

· Responsible for planning and direct implementation of protection activities including community training, registrations, monitoring of the activities of protection projects especially, SHF project in Somaliland.

· Responsible for the implementation of the GBV/CP support interventions in targeted areas and ensure timely referral pathways ad adequate responses are provided (case management, provision of health kits and timely referral to other relevant services based on the existing service mapping and Standard Operation Procedures).

· Conduct capacity building for community-based protection groups to support protection activities implementation and awareness raising activities in the area.

· Monitoring and supporting protection monitors on data collection process.

· Responsible for timely and effective provision of Community Based Protection services within their areas of project operation. This includes protection monitoring, mobile outreach activities, community safe spaces, psychosocial support, awareness raising, community capacity building, identify community needs and their priorities, mobilize communities, develop community action plans and dialogue process.

· Contribute to evidence-based programming through protection monitoring data as well as improved access to Gender Based Violence (GBV) and child protection services to girls, women, boys and men that are at risk of GBV and child right violations both in IDPs and host community.

· Conducting culturally appropriate trainings on GBV prevention and response and Child Protection for key stakeholders and ensuring direct protection messaging will be provided to targeted community leaders, women, and children through psychosocial support (PSS) activities and awareness raising sessions.

· Ensure filling system for the case management forms and assure to organize in well-organized manner.

· Participate and maintain effective relationship with GBVWG, CPWG, protection working group in Somaliland and for better coordination and referral pathways among service providers.

· Follow up GBV and children Protection cases referred by caseworkers ffor safe shelter in collaboration with related stakeholders.

· Field visit, monitor, report and cooperate with Protection cluster and other partners during the project cycle.

· Other relevant duties as directed your direct supervisor.

· Monitoring and Reporting

· Prepare weekly / monthly individual work plans, with the inputs of your supervisor will serve as guideline for implementation.

· Continuously monitor implementation of protection activities and report on progress, challenges and recommend solutions.

· Participate in all relevant meetings, workshops, seminars and training as directed and provide feedback

Education, experience & technical competencies

· University degree in law, development studies, gender studies, international development, or other relevant field from a recognized institution

· Report writing skills.

  • Minimum 3 years work experience in Protection, GBV, child protection with a demonstrated focus on protection program design and implementation.
  • protection in working an international NGO, UN agency or in humanitarian response setting.
  • Experience in working with displaced and/or conflict affected populations, such as refugees or IDP
  • Knowledge of community-based protection approaches, preferably including experience in working with IDP’s, Refugees or returnees.
  • Basic familiarity with MS application packages (Word, Excel and database software) and willingness to develop further.
  • Good cooperation skills, ability to work well independently and in a team;
  • Experience working with International NGO’s, UN agencies and/or local authorities in complex emergencies
  • Strong self-starter, able to take initiative and adapt to changing circumstances and priorities.
  • Strong listening and empathy skills, as well as commitment to supporting women and children survivors/ at risk;
  • Strong planning, organization and problem-solving skills with ability to work both independently and within a team in a demanding work environment
  • Proven record of providing trainings and workshops on protection needs and concerns.

Reporting to: Team Leader- Protection

*Duration5 Month and 14 days’ contract.*

Contract: This position is graded as G5 (NM-H2 S0) for qualified national staff and the terms of employment will be in accordance with DRC terms for national staff.
