Eligibility criteriaMinimum age: 22 years old. Applicants must be nationals of or legal residents in the country of assignment.

Description of taskWithin the delegated authority and under the supervision of WHO Representative to Somalia (second level reporting supervisor) and the Team Lead, Health Emergencies Programme (first-level reporting supervisor), the UN Volunteer Public Health Officer will:

Support and/or lead project management, communications, report writing, health education, and information management activities as required.

Assess threats to human life and health, damage to health infrastructure for primary and secondary care, the state of health referral and support systems, including cold chain, laboratory, essential drugs and health information systems, and the vital needs of the affected populations;

Collaborate with national authorities and health partners to coordinate and implement public health response activities, including related to COVID-19 emergency response, as part of the health cluster’s strategic response; analyses existing coordination mechanisms, designing and recommending improvements;

Provide analysis of the public health risks, needs and capacities and advise on priority interventions for WHO and partners; challenges and operational course correctors, as applicable;

Monitor progress towards achievement of universal health coverage; analyse social determinants of health and their impact on the incident management system, including identifying inequities, gaps in the delivery of health services or emergency interventions, recommending appropriate actions and innovative approaches to improve the situation;

Facilitate the implementation of effective, evidence-based policies, public health programmes and interventions through all life cycles, this might include maternal and new born health, health promotion and education, NCDs, the elderly, social determinant of health, violence and injury prevention including road safety, gender and health equity and other related areas;

Secure information from a broad range of health sectors, analyzing such and consolidating health data in trends and trends assessment, with attention to surveillance, monitoring and early warning;

During deployment, the duty station may change, and duties may be modified, based upon the technical needs of the Programme.

Any other related tasks as may be required or assigned by the supervisor.

Qualifications/Requirements Required degree level: Bachelor degree or equivalent Education – Additional Comments:Bachelor’s degree in public health and/or health-related field, from an accredited and recognized academic institution, is required;

Advanced university (Master’s level or above) degree in public health, as well as, post graduate studies or specialized training in emergency response or disaster management in the context of public health, is desirable;

Diploma in tropical medicine or disaster management, is an asset;

Required experience: 48 Months Experience remark:At least five (4) years of relevant professional work experience, at the national and international level, in public health in emergencies response and health sector coordination, with emphasis on managing outbreaks and health emergencies and/ or health consequences of emergencies and crises;

Experience in capacity building, developing and promoting collaborative partnerships, is required;

Prior relevant work experience in WHO/UN system, health cluster partners, relevant nongovernmental or humanitarian organizations;

Experience in capacity building programme planning/development, project management, monitoring and evaluation;

Past work experience with report writing, communications, resource mobilization in emergency settings, is desirable;

Knowledge of Microsoft Office software applications.

Language skills:
