Duties and Responsibilities

To perform the Quality Assurance/ Quality Control functions for the vertical and horizontal structures and related structures/facilities throughout Somalia in support of UNSOS Engineering in Somalia. The QA/QC Engineer is to respond to the needs of the client for operationally important infrastructure projects throughout Somalia including civil engineering work, water and sanitation projects, power supply systems, waste management facilities, roads, heliports, airfields, and similar facilities. Under the overall supervision of the Chief Engineering and Facility Management Section and the direct supervision of the Chief of different units and sectors, the incumbent will be a crucial part of a team responsible and accountable for ensuring the scheduling, quality control and safety of the construction of Engineering projects and logistics support to its clients in Somalia. In particular, he/she will be responsible and accountable for the QA/QC , and the coordination and implementation of the approved project in support of the clients. The person will be based on site in a sector in Somalia and he/she will:

    • Have a detailed knowledge of the assigned project, located in the sector in Somalia;
    • Assess and Quality Control of the works done by Contractors & implementation of the project as per technical specifications and plans agreed and as instructed by Chief of the Unit.

 

 

    • Surveying and assessing the project as designated by our client;

 

 

  • Determine if our client’s contractors are proceeding in accordance with the contract documents;
  • Coordinate the QA/QS team in monitoring of contractors in the areas of monitoring, change of orders, contract compliance, quality control and assurance, safety and documentation of all interactions;
  • Bring to the attention of the Chief of units and Chief Engineer if the contractor is not meeting timelines by managing detailed MS Project schedules or where quality and safety standards are not being met and provide solutions for improving the quality of work;
  • Ensure that all materials and equipment related to the project meet the required standards and specifications; eUqBsWs B2ukkq
  • Report to the Chief of Units on all technical issues, including but not limited to technical specifications, monitoring, and quality assurance;
  • Review conformity with the design concepts of the services and with the information given in the contract documents in contract with construction companies;
  • Render interpretation Project contract documents necessary for the proper execution of construction, with reasonable promptness and in accordance with any time limit agreed upon;
  • Do on-site observation and keep our client informed on the construction progress of the designated project;
  • Compare the site working progress with the contractor’s working schedule and take the required action for the site completion before the deadline;
  • Manage and oversee projects by means of resources in MS Project;
  • Ensure that the Project is completed to a satisfactory standard before final payment is authorized;
  • Offer support as requested to all colleagues on construction and other technical matters;
  • Assist the field engineers and assistants on Quality control and Safety plan to technical specifications;
  • Ensure field reports are as per the Quality Control and Safety Plans;
  • Perform other duties as may be assigned by the Chief Construction Unit;

Qualifications/special skills

  • A first-level university degree in Civil Engineering, Mechanical Engineering, Architecture or related appropriate area
  • A minimum of seven (7) years of progressively responsible experience in engineering projects management and QA/QC. Knowledge of methodologies for project planning, execution and evaluation of engineering compliance standards and proven ability in analytical work is required. Experience working in a United Nations common system field operation (inclusive of peacekeeping, political missions and UN agencies, funds, and programs – or similar international organization or non-governmental organization- in a conflict or post conflict setting is desirable.

Languages

  • English and French are the working languages of the United Nations Secretariat. For the position(s) advertised, fluency in oral and written English is required. Knowledge of a second United Nations official language is an advantage
