CARE International is an international NGO working in Somalia. CARE and its partners work with vulnerable communities to address the underlying causes of poverty and promote peace and development, as well as mitigating immediate suffering caused by drought, conflict and displacement. The Somalia NGO Consortium promotes information sharing, cooperation and joint advocacy initiatives amongst local and international NGOs working in all regions in Somalia. This recruitment is managed through CARE Somalia.

CARE is seeking applications from qualified and talented candidates for the position of Partnership and Grants Manager for the Somalia NGO Consortium based in Mogadishu 50% and Nairobi 50% with at least travel to the field offices in Somalia.

1. Background of Somalia NGO Consortium

The Somalia NGO Consortium is a voluntary mechanism that brings together local and international NGOs working in Somalia to encourage information sharing, cooperation, coordination and joint advocacy in order to better work together to improve the lives of Somalis affected by conflict, natural disasters, poverty. The Consortium aims to facilitate a more coherent NGO voice and assist NGO members to channel their concerns and suggestions to appropriate decision makers in the most effective format. Having already established itself in Nairobi, Baidoa, Kismayo, Garowe, Hargeisa, and Mogadishu.

Overall objective

As a Partnership & Grants Managar, you are committed to establishing and nurturing strong relationships with a broad range of partners from a variety of different cultural contexts and diverse membership of the SNC. You are detail-oriented and have the ability to manage and meet multiple deadlines simultaneously. You are a dedicated civil servant who is passionate about supporting your colleagues to deliver various different activities. You will coordinate and support SNC’s coordination teams in documenting programme activities, outcomes and impacts, synthesizing information for organizational learning as well as producing reports for funders. You will also support the programme teams and SNC’s leaders team to translate project proposals and organizational activities into concept notes and funding proposals, ensuring proposals are in appropriate format for funding partners.

2. Key Responsibilities

Partnership Management (30%) Contribute to the development and implementation of a fundraising strategy, as guided by the Management Board;

  • Identify and monitor SNC grant opportunities and draft grant proposals, in coordination with relevant staff or member or external organizations.
  • Map relevant corporates, foundations and philanthropic organizations; arrange and prepare meetings of the SNC management and Board members.
  • Undertake research to identify alternative resources for the financial sustainability of the network
  • Work with external consultant to develop proposals and business cases for various key leads
  • Assist the Communications team to prepare relevant materials and messages to inform target audiences of SNC’s contribution to the realization of civil society goals.
  • Use SNC/Care database tools to maintain contacts and monitor and evaluate impact of the efforts.

Grant Management (30%)

The Partnership and Grants Manager will undertake activities and tasks in project development, reporting, coordination and donor liaison as part of the Consortium’s efforts to implement and report on its portfolio.

  • Preparation of donor reports: coordinate submissions from relevant headquarter and field staff to meet reporting deadlines, ensuring narrative reports meet donor requirements and are submitted in a timely fashion
  • Prepare and coordinate all necessary follow-up internally and externally for relevant SNC staff and members.
  • Maintain continuity of work operations by documenting and communicating needed actions to management.
  • Accomplishes department and organization mission by completing related results as needed.

Organizational support / Administration / Office systems (20%)

The Partnership and Grants Manager is responsible for strategic day to day management of the consortium secretariat operations / daily coordination and facilitation of office support, including:

  • Files and database management: Establish and maintain soft and hard copy filing (the latter as necessary)
  • Provide support to and coordinate with other finance and budget staff/team: monitor SNC credit card payments, purchases and documentation; reconcile SNC bank statements; process advance requests and purchase requisitions; provide support for Grant Management by monitoring expenditures and compare with approved budget as necessary; co-ordinate with finance staff on related issues during preparation of budget reports and other duties as may be required.
  • Provide an accessible first point of contact for general inquiries: respond to members’ and stakeholders’ enquiries and delegate incoming queries accordingly.

Convening & Membership Relationship (10%):

  • Responsible for organizational functions and general meeting support: In conjunction with SNC secretariat staff, support in the preparation and scheduling of meetings and events, preparing relevant documents, coordinating briefing inputs, arranging follow up calls, maintaining office space schedules, developing and distributing agendas, minutes and participation lists.
  • Convenes and participates in working groups, meetings, conferences, consultations with other agencies
  • Follow up on action points as required

Information Management (10%)

  • Information dissemination and management – act as a contact for information sharing with and among members and partners
  • Compile and maintain grants and reporting lists
  • Newsletter compilation and dissemination (weekly and thematic)
  • Stay abreast of developments in the media and information sector through research, site-visits, and attendance at conferences and meetings;
  • Prepares or contributes to the preparation of various written reports, documents, information products and communications (e.g. timeline reports, bi-annual reports, actors directory etc.)

3. Required Qualifications (minimum requirements)

  • Bachelor’s degree or equivalent work experience
  • Flexibility to adjust to dynamic work environment
  • 3-5 years’ minimum administrative experience
  • Experience of working in civil society umbrella organizations would be desirable
  • Commitment and interest in civil society sector, humanitarian context in fragile environments
  • Excellent command of English; working knowledge of Somali would be an advantage
  • Proactive, helpful, can-do attitude
  • Neat, organized, able to work independently and interdependently, welcoming to the public .
  • Computer literate including spreadsheets, word processing, e-mail, web proposal writing; fundraising/marketing; donor relations management Demonstrable knowledge and experience in grant writing and donor management for non-profit organizations **
