ISLAMIC RELIEF SOMALIA

Position: MEAL OFFICER

DEPARTMENT: Monitoring and Evaluation (M&E)

LOCATION: Garowe with field visits for other project locations in Puntland

GRADE: C

CONTRACT LENGTH: 1 year with possibility of extension depends on fund availability and satisfactory performance

REPORT TO: MEAL Coordinator

LINE MANAGEMENT RESPONSIBILITIES:

JOB SUMMARY

Monitoring & Evaluation

  • To undertake all Monitoring & Evaluation functions in Somalia IRW Office and to provide effective and efficient implementation of IRS programmes;
  • Ensure that coordination among the teams are enhanced to better serve the target communities in different regions of Somaliland.
  • Deliver all M&E functions of IRW Somalia with an aim of ensuring services reach the population in need within the required timeline.

Accountability and Learning

  • Act as Complaints Response Mechanism Area Focal Point, including reception, registration and sharing of complaints with CO on weekly basis.
  • Assist in other tasks as required by the Area MEAL or Area Managers, including extensive support to all programmes/sectors and other areas whenever deemed necessary.
  • Assist Programme teams, Area Manager, MEAL Coordinator with successes observed and challenges encountered in the field, lessons learnt and recommendations on best practices to implement in the future in a Monitoring Follow Up report after each monitoring mission
  • Collaborate with Programme teams at area-level to ensure actions are taken based on MEAL findings and recommendations, and document such actions in a Monitoring, and evaluations

ROLE PURPOSE:

To support the delivery of Monitoring, Evaluation, Accountability & Learning (MEAL) strategy, policy and practice by helping design programme monitoring systems, build the capacity of staff in their analysis and dissemination of data, manage the complaints database and coordinate information management and reporting systems. You will also support the Area MEAL Coordinator in implementing the MEAL strategy in Mogadishu and other assigned field offices.

Your support in the delivery of an effective MEAL function will play a key role in the expansion of Islamic Relief Somalia programmes in your assigned area to increase impact and enable positive change for communities

KEY AREAS OF ACCOUNTABILITY:

Support the delivery of effective Programmes, in both development and humanitarian contexts, by:

Program Quality Monitoring

  • Support project team design a monitoring framework/plans to report activities according to appropriate framework(s)
  • Develop Indicator Performance Tracking Tables (IPTTs) for specific projects in coordination with Area Monitoring, Evaluation and Accountability Manager and program staff
  • Compile the output tracker report
  • Systemically check the IPTT data for quality, accuracy, and consistency and undertake data quality checks field visits and provide feedback to project staffs as necessary
  • Maintain a tracking spreadsheet/schedule for field monitoring and undertake monthly field visits accordingly to monitor whether activities are implemented in line with the quality benchmarks
  • Produce quality field monitoring reports on quality of service provision
  • Assist in designing and implementing qualitative and quantitative assessments as appropriate
  • Conduct quarterly program data assessment

Evaluations and Studies

  • Participate the development of tools and guidelines for data collection, collation analysis and reporting for internally-conducted studies and needs assessment
  • Provide support to internal/external reviews, evaluations, and lessons learned exercises
  • Manage the specialized data management and analysis platforms
  • Build the capacity of the fieldworkers and other project staffs on digital data collection and management
  • Support program research in Mogadishu, Afgoye and other field Offices.

Accountability and Learning

  • Ensure that accountability to beneficiaries and transparency become integral part of all program interventions
  • Receive and register complaints and their responses in complaint database in the assigned area and make sure that complaints are logged in a professional and timely manner
  • Respond and communicate with the beneficiaries in a dignified manner regarding their complaints/feedback
  • Keep regular follow up of complaints, update complaint database on daily basis, handle them as per the accountability guidelines and shares the information with the relevant staff members
  • Provide support in ensuring that all SC interventions have accountability, banners
  • Ensure display of program standards at each of program delivery site and Maintain an action plan tracker and keep a regular follow up on actions and resolutions agreed, and undertake verification visits.

Other Duties

  • Representing the principles and work of Islamic Relief Partners to donors, United Nations, NGOs and INGOs, government, media and other stakeholders when required
  • Complying with and promoting all IRS Global policies such as Child Safeguarding, Whistle blowing, Fraud, and Health and Safety
  • Any other tasks of an equivalent nature as assigned by the line manager and Senior Management team.

SKILLS AND BEHAVIOURS

  • Strong written and verbal communication skills in English;
  • Proven technical competencies in the design of logistics work plans, procurement plans
  • Ability to work with a team in a multi-cultural environment and good team member/leadership;
  • Positive approach to problem solving.
  • Ability to plan for emergency logistics response.
  • A focus on results, balanced with a sensitive and honest approach to people.

QUALIFICATIONS

  • Bachelor Degree in social sciences, humanitarian/or development studies, or relevant field.

Minimum of 4 years’ experience including at least 3 years of working for International Organisations.

  • Knowledge of community-based approaches in humanitarian and development settings is desirable.
  • Knowledge of international standards in logistics, procurement procedure and logistics online software is desirable.
  • Competency with the analysis of contextual information, and developing clear, informed recommendations.
  • Proficiency in English (Written and spoken) is essential
  • Good IT skills. Knowledge of Microsoft Office Word and Excel is essential.

Additional job responsibilities

  • Support and assist country program team in the documentations process of the project reporting on contingency work.
  • Will work on Safeguarding focal point, communication, Humanitarian Coordinator and project emergence officers.
