The European Committee for Training and Agriculture (“CEFA”) has received financing from the International Fund for Agricultural Development (“IFAD”) and intends to apply a portion of the proceeds of this grant to eligible payments under this contract, for which this Request for Expression of Interest is issued.

CEFA invites Expressions of Interest (EOIs) from legally constituted consulting firms and no-profit organizations (not individual consultants) to provide the consultant services referenced above. More details on these consultant services are provided in the Abridged Terms of Reference (AToR).

This REOI is open to all eligible entities (“Consultants”) who wish to respond.CEFA intends to hire a consulting firm or a no-profit organization (the “Consultant”) to provide consulting services for Value Chain Analysis in Puntland, Somalia. The Consultant may sub-contract selected activities provided that said services do will not exceed 20% of the total consultancy work.

Location: Bari and Nugal regions, Puntland State of Somalia

Anticipated Start Date: November 2019

Duration of Assignment: 4 months, beginning from November 2019 to February 2020

Before preparing its EOIs, the Consultant is advised to review the Abridged Terms of Reference which describes the assignment in detail, and the technical qualifications of the Consultant shall be evaluated on.

A firm will be selected under Selection Based on the Consultants’ Qualifications (CQS) method in accordance with the procedures set out in the IFAD Procurement Handbook which are provided on the IFAD website (https://www.ifad.org/documents/38711624/39421018/proc_handbook_e.pdf/2fe…)

ABRIDGED TERMS OF REFERENCE (AToR)

The objectives of the consultancy are:

1) To identify the main and most promising agricultural value chains in the area of intervention (Nugal and Bari regions) and understand their main patterns 2) To identify and analyze the main features, gaps, and opportunities for improvement of the date palm’s production in Nugal and Bari regions 3) To identify and analyze the main features, gaps, and opportunities for improvement of the date palm’s post-harvesting, processing, and marketing in Nugal and Bari regions. 4) To assess the baseline value of the key project indicator for component B.1 “Sustainable Agricultural Development.” 5) To identify and map the main private sector actors (farmers associations, buyers, traders, processors, agro-vet and inputs suppliers, seedlings importers, etc.) involved in the date palm value chain in Puntland

The proposed duration of the contract is 4 months, beginning from November 2019 to February 2020.

The activities to be implemented are as follows:

0. Preliminary activities 0.1 Submission of the revised technical proposal by incorporating CEFA’s inputs and including the proposed data collection tools for the assignment; 0.2 Submission of the revised data collection tools based on CEFA’s inputs and requests for amendment;

1. Main agricultural value chains identification and analysis of key features (desk review and qualitative data collection and analysis) 1.1 Consultations with the Puntland MoEACC – Ministry of Environment, Agriculture and Climate Change. 1.2 Overall description of the main socio-economic and demographic attributes of the area of intervention, including a synthetic livelihoods analysis. 1.3 Identification of the main and most promising value chains in Puntland. 1.4 Brief analysis and description of the identified agricultural value chains main features and patterns (level of production, main agronomic practices adopted, constraints and bottlenecks of the value chains, main marketing structure, production margin analysis, etc.) including general recommendations for their further development and improvement

2. Baseline Survey to inform the indicators related to the project component B.1 “Sustainable Agriculture Development” 2.1 Quantitative data collection to inform the following indicators:a) Level of households’ food self-sufficiency; b) Quality of household’s diets; c) Households’ capacity to adopt coping strategies to shocks; d) Level of households’ I) crop, II) date palm and III) livestock production; e) Average level of households’ income; f) Volume of I) date palm and II) vegetables marketed;

3. Analysis of Date Palm Production in Bari and Nugal regions (desk review, qualitative and quantitative data collection and analysis) 3.1 Carry out, in collaboration with the Puntland MoEACC, a mapping of the date palm cultivations in Nugal and Bari regions, to: a) estimate the population of date palms in Puntland; b) identify the villages and locations of date palm production; c) identify the main varieties, estimate age of palm trees, and average production of the date palm in Puntland; d) assess possible presence of diseases and pests and related mitigation measures. 3.2 Conduct a quality assessment of the main dates’ varieties produced in Bari and Nugal regions. 3.3 Estimate the main demographic characteristics of the households involved in date palm cultivation. 3.4 Conduct a sampling assessment of: a) the salinity rate of the soil, b) the average temperature, c) the humidity rate, d) the speed and occurrence of the wind, e) the cloud coverage and f) the general climatic patterns of the project areas. 3.5 Assess the agronomic practices adopted by the palm date farmers in terms of a) plantation, b) cultivation, c) spacing, d) intercropping, e) irrigation, f) off-shooting; g) harvesting. 3.6 Assess the types of irrigation utilized by the palm date farmers and estimate the gap between the date palm irrigation demand and the actual irrigation capacity in the areas of intervention. Identification of the most suitable, adaptable, cost-effective, and climate-smart irrigation systems for date palm cultivation and intercropping. The study shall consider the pros and cons of the following irrigation systems: a) Sprinkler irrigation; b) Bubbler irrigation; c) Drip irrigation; d) Flood irrigation; e) Furrow irrigation. 3.7 Identify the best crops to be intercropped with the date palm, with a specific focus on horticulture and fodder production. The research shall include a cost-benefit analysis to demonstrate the economic opportunities of intercropping other crops with date palm. 3.8 Conduct a production margin analysis of date palm cultivation, identifying the main production costs and any potential increase in terms of date palm production. 3.9 Assess the average households’ income contribution from date palms. 3.10 Identify the main challenges and constraints related to palm date production in Bari and Nugal regions. 3.11 Provide technical recommendations to improve the palm date production in Bari and Nugal regions.

4. Analysis of Date Palm Post-Harvesting, Processing, and Marketing in Bari and Nugal regions (desk review, qualitative and quantitative data collection and analysis) 4.1 Identify the main practices adopted in Bari and Nugal regions in terms of post-harvesting, storage, processing, packaging and marketing, highlighting challenges and areas for improvement. 4.2 Identify, describe and assess the main selling point market channels of dates in Puntland, including the different selling prices of palm date. 4.3 Analyze the vertical linkages of the palm date value chain, from the farm gate to the market. 4.4 Assess the availability of agricultural inputs (seedlings, fertilizers, tools, etc.) and extension services. 4.5 Assess the quantity, value, and varieties of date palm imported through the port of Bosaso from other countries and the opportunities to increase marketing of the local production. 4.6 Identify any relevant date palm processing and storage facilities. 4.7 Assess the different usage of dates (sales, self-consumption, wastage, etc.). 4.8 Identify the main value chain integration challenges and constraints. 4.9 Identify the best cost-benefit and most profitable opportunities to invest in the date palm post-harvesting (drying process, storage, packaging, and marketing). 4.10 Provide recommendations to strengthen the date palm post-harvesting, storage, processing, packaging and marketing, and the value chain vertical integration.

5. Mapping of key private sector actors involved in the date palm value chain in Puntland 5.1 Identify the main private sector actors involved in the date palm value chain, including (but not limited to) the following: a) farmers associations, b) buyers, c) traders, d) processors, e) agro-vet and inputs suppliers, f) seedlings importers. 5.2 Describe the main characterizes and their role in the value chain of the identified actors.

6. Submission of Final Report 6.1 Submission of the 1st Draft of the Final Report. 6.2 Submission of the Revised Final Report having incorporated CEFA’s comments and requests for integration.

The expected deliverables are as follows:

Deliverable 1: Revised Technical Proposal and proposed Data Collection Tools

Deliverable 2: Revised Data Collection Tools including CEFA’ comments and requests for amendments

Deliverable 3: 1st Draft of Final Report.

The report shall include the following sections: 1. Main agricultural value chains identification and analysis of key features (desk review and qualitative data collection and analysis) 2. Analysis of Date Palm Production in Bari and Nugal regions (desk review, qualitative and quantitative data collection and analysis) 3. Analysis of Date Palm Post-Harvesting, Processing and Marketing in Bari and Nugal regions (desk review, qualitative and quantitative data collection and analysis) 4. Mapping of key private sector actors involved in the date palm value chain in Puntland.

Deliverable 4: Revised Final Report, incorporating CEFA’s comments and request for integrations.

The report shall include the following sections: 1. Main agricultural value chains identification and analysis of key features (desk review and qualitative data collection and analysis). 2. Analysis of Date Palm Production in Bari and Nugal regions (desk review, qualitative and quantitative data collection and analysis). 3. Analysis of Date Palm Post-Harvesting, Processing and Marketing in Bari and Nugal regions (desk review, qualitative and quantitative data collection and analysis). 4. Mapping of key private sector actors involved in the date palm value chain in Puntland

Methods of Payment and Installments

• 1st installment – 10% of the total amount will be paid upon completion of Deliverable 1

• 2nd installment – 25% of the total amount will be paid upon completion of Deliverable 2

• 3rd installment – 25% completion of Deliverable 3

• 4th installment– 40% of the total amount will be paid upon completion of Deliverable 4

Shortlist Procedure

CEFA will evaluate the EOIs using the criteria provided in Annex 2. The Consultants that attains the highest (minimum of 3 and maximum of 6) total points (who also attain the minimum technical score required to pass) shall be shortlisted.Any request for clarification on this REOI including the ATOR should be sent via e-mail to the address above no later than 5.00 pm EAT of 18/09/2019. CEFA will provide responses to all clarification requests by 5.00 pm EAT of 20/09/2019.
