Term of Reference (TOR):

Formal Education Network for Private Schools (FENPS) is seeking for consultant service for organization development. The service provider is consultant firm or individual with specialization of none profit organizations’ tasks. FENPS is a non-governmental organization registered in Somalia, and was established in 2003 to take a role in addressing the particular needs of especially vulnerable groups in society, for example young girls in general, children belonging to minority groups, internally displaced people, refugees, returnees, the disabled and children from deprived backgrounds, who often lack education, health care, protection and livelihood opportunities. FENPS has a vision of a society where all children have access to quality education and are not subjected to any abuse. Its mission is to uplift children and allow them to grow in confidence, succeed and realize their fullest potential through guidance, education and training in secure and caring environments that are conducive to learning. The aim of FENPS is to provide youth and children with positive values and skills for their personal and national development. Since being established, FENPS implemented humanitarian and development programs for Somali community with partnerships of national and international NGOs, UN agencies and Global foundations.

The objective of the consultant task is to review FENPS internal policy manuals and procedures and to make development and amendment where necessary in order to improve FENPS programs and organizational governance

SCOPE: Inside FENPS Organization

ASSIGNMENT:

PHASE 1:

A. Deploy appropriate assessment tools with a focus on purpose, structure, tasks, norms, and competencies that align with strategic direction of FENPS

B. Review FENPS internal policy and governance manuals. These include:

§ Internal Procedure policy/Governing manual

§ Organization Profile

§ HRM Manual

§ Accounting and finance Manual

§ Project Risk assessment manual

§ Child safeguarding policy and codes of conducts

§ By law/the Executive Board nomination procedures

§ Organization fraud and anti-corruption manual

§ Prepare annual budgeting and internal audit manuals

§ Draft template contract for FENPS with sub-contractors and vendors

PHASE 2:

A. Give recommendation and required changes/adjustments to FENPS Executive Board of Directors

PHASE 3:

A. Change where necessary (reduce or add FENPS documents/manuals and make improvement to be excellent and adherent to international standards and humanitarian principals)

B. Finalize improvement of manuals and submit to FENPS Executive Board of Directors

METHODOLOGY:

The consultant will do this assignment through reviewing FENPS internal procedure manuals and organization governance documents. The consultant will have contact and interviews with FENPS administration and employees at different levels to find out the weakness in the governance manuals and make improvement wherever necessary. The consultant will work either remote (online, e-mail exchanges, etc.) or in the FENPS office in Somalia depends on the agreement between FENPS and consultant firm.

QUALIFICATION OF CONSULTANT/REQUIREMENTS:

The assigned personnel from the consulting firm are required to have the following particulars.

  • Excellent in charity entities and development of non-profit organization skills
  • Experience in grant management
  • Experience in desk review with good paraphrasing skills
  • Knowledge in international standards, public law and labour law.
  • Familiar with humanitarian principals.
  • Aware on the “Nexus”, localization and SDGs 2030 agenda
  • Knowledge in procurement processes.
  • Experience in contract drafting and negotiation with grant making agencies and grantees selection processes.
  • Excellent communication and counseling skills
  • Experience in safeguarding and advocacy for the people at risk
  • Familiar with Child Safe guarding, gender and other cross-cutting issues

TIMEFRAME:

The time frame is 90 days (3 months) from 1st January 2020 to 30 March 2020

BUDGET AND PAYMENT:

The budget is open to negotiate and payment schedule will be as an installment basis (i.e. three installments 32% in the first month, 33% in the second month and 35% at the end of the third month)
