Overview of CTG:

Overview of the position:

  • Under the auspices of the govt’s transition plan & priority commitments outlined in the mutual accountability framework, the Somali National Army (SNA) led operation in Lower Shabelle (operation Badbaabo) focused on a phased approach to secure the upper end of the Lower Shabelle region. The overall effort aimed not only to recover areas under Al Shabaab control in Lower Shabelle, but also consolidate the security of Mogadishu by disrupting Al Shabaab’s capacity to plan & execute terror attacks in the city. The SNA recovered Sabiid (April 2019), Bariire (May 2019) Awdheegle (August 2019) & most recently Janaale (March 2020) with support from AMISOM & international partners. From the stabilisation perspective, the aim has been to contribute to the credible & legitimate extension of the state into the recovered areas & in doing so initiate a range of early recovery activities to establish the building blocks for longer term development programs to build upon. As operation Badbaabo draws to a close, identifying lessons & understanding progress against the stated aims of the transition plan remain timely & relevant, particularly as experience with operations in Lower Shabelle have the potential to inform the design of future stabilisation efforts.
  • The aim of this is to provide an independent assessment of stabilisation in Lower Shabelle throughout 2019 & 2020 in support of the transition plan, operation Badbadoo & identify key lessons for the whole of govt. & partners going forward.

Role objective:

Informed by a thorough understanding of the underlying conflict dynamic & ‘whole of govt.’ approach, the primary objectives of the independent research task are to:

  • Review stabilisation concepts, national & federal state stabilisation strategies, plans, coordination mechanisms, division of roles, responsibilities & lines of effort as they pertain to the overall stabilisation response in Lower Shabelle.
  • Establish what lessons MoIFAR, South West State Ministry of Interior & the wider stabilisation community should learn to ensure increased coherence & positive impact.
  • Identify key successes & what has not worked so well with recommendations how they can be reinforced or remedied.
  • Determine whether corrective measures are needed & propose solutions to address identified shortfalls or where positive activities can be amplified.
  • Identify practical means to achieve more effective cooperation between military & civilian stabilisation components.
  • Identify practical ways of enhancing inter agency coordination, including strengthening linkages among security, development & humanitarian actors.
  • Recommend means to enhance tracking of delivery & progress of stabilisation activities in order to better understand lead times & required phasing & synchronisation of overall efforts.
  • Identify ways to strengthen linkages with whole of govt. & development partners in order to ensure the sustainability of stabilisation investments.
  • Recommend approaches to streamline the transition from stabilisation to development in recovered areas.
  • Assess risks to the impact & sustainability of stabilisation arising from insecurity & limited access, as well as threats to stabilisation from anti govt. elements such as Al Shabaab & recommend how to mitigate against them.
  • Identify other practical changes that could be made to enhance the overall direction, coordination & effectiveness of stabilisation efforts in Somalia.

Output:

  • The primary output will be a full analysis of the issues & a final report that addresses the objectives at para 3 to MoIFAR & South West State Ministry of Interior.
  • The Researcher will also be required to formally present their findings to govt., donors & partners.

Approach & conduct of the assessment:

  • The Researcher will independently lead a transparent, collaborative & inclusive lessons learned assessment incorporating diverse points of view, with active support from MOIFAR & UNSOM, as well as input from individual stabilisation actors.
  • The Researcher, through MOIFAR & UNSOM, will be given access to relevant strategies, plans, operational documents & related information required to fulfil their task.
  • MoIFAR & UNSOM will facilitate direct engagement with the membership of the inter ministerial task force, key govt. officials & stabilisation actors so that the researcher can perform their task.

Research design:

  • The researcher shall propose a professional industry standard research design & methodology tailored to the local context.
  • This should include insights from review of available stabilisation related literature & documentation, coupled with approximately 50 individual or group interviews with a wide array of key govt. officials at federal, state & district level, as well as key donors, stabilisation partners & local community beneficiaries.
  • Lessons & recommendations should be framed to ensure they are both transferable to future operations in Somalia & actionable by the intended audience i.e. the Somali govt. & its stabilisation partners.
  • This includes proposing how learning can be institutionalised so that future lessons can be more easily identified, adopted & nascent capabilities are reinforced.

Project reporting:

  • The Researcher will be managed by & report to MoIFAR & UNSOM stabilisation components, as the co-chairs of the stabilisation strand of the comprehensive approach to security.

Team management:

  • This role doesn’t have any team management responsibility.

Geographical experience:

  • Minimum of 7 year of experience in Africa (desirable).

Languages:

  • Fluency in English is essential.

Key competencies:

  • Candidates to perform the above task will meet the following minimum requirements qualifications, experience & skills:
  • Post Graduate Degree in relevant Research discipline or equivalent field experience.
  • At least 7 years of progressively responsible experience at professional level in planning, M&E stabilisation programs or a related field of expertise.
  • Stabilisation & / or related military or security experience in fragile & conflict affected states.
  • Working knowledge of M&E & learning frameworks in stabilisation environments.
  • Excellent writing & communication skills.
  • Ability to work independently & collaboratively as part of a team in a challenging environment.
  • Experience working in Somalia & / or a knowledge of stabilisation & the govt. of Somalia’s transition plan highly desirable.

Other relevant information:

Timing:

  • Sufficient time will be required to effectively undertake the research task.
  • This time includes not just research & analysis but also time for the broader stabilisation community & all related stakeholders to discuss & fully engage on the lessons learned assessment.
  • The Researcher will propose a definitive timeline for their work to include interim reporting dates & review of progress dates.
  • The duration of the task is expected to be approximately six weeks, with publication & presentation of findings by 31st August 2020 in order to inform stabilisation strategy, transition planning & related security policy development.

Location:

  • Desk based research & phone interviews may be conducted from any location.
  • On completion of task, the Researcher may be required to travel to Mogadishu, Somalia, to present their findings.
  • n the case that travel is unnecessary or not possible, the Researcher will organise at least 2 virtual / remote presentations of their findings.
