Overview of position:

  • Somalia Urban Resilience Project II (SURP II) is a municipal governance & infrastructure development project financed by the World Bank (WB) & its partners, aimed at improving access to urban infrastructure & strengthening municipal governance in Somalia.
  • The govt. of Somalia, through the Benadir Regional Administration (Mogadishu) representing all four municipalities of Mogadishu, Kismayo, Garowe & Baidoa has selected our client to provide the consulting services for the urban transport infrastructure works to be executed by the Project Implementation Unit (PIU) of the respective municipalities under the project. The works involve construction of urban roads to bitumen standards, construction of bridges / drainage works & installation of streetlights, by the contractors engaged by the respective PIU. Our client assists the PIUs in the contracts management, supervision of works implementation by the contractors as well as in other technical areas related to the project activities.
  • The Resident Engineer reporting to our clients Project Manager (PM) will be responsible for leading our clients technical assistance to the PIU of Baidoa municipality in the implementation of SURP II project activities as per the agreement signed between our client & the govt. of Somalia.

Role objectives:

  • The Resident Engineer based in Baidoa will be responsible for providing technical assistance to the PIU of Baidoa in the implementation of SURP II work activities as per the design drawings & specifications & in compliance with the approved safeguard standards.
  • Assess the design & contract documents made available by the PIU including the detailed engineering design report, reference design input records, design drawings & specifications, Bill of Quantities (BOQ’s) & the contract documents for the completeness & the quality & advise PIU for any actions that may be required.
  • Review the contractor submitted work plans & the contract execution documents & advise the PIU for appropriate actions.
  • Support PIU in the supervision of the roads construction works, execution of quality assurance activities & manage implementation of the approved environmental social management plan activities at site.
  • Assist the PIU in the assessment of the contractors progress claims for payments, delay claims, variation requests etc.
  • Supervise our clients team working directly under the Resident Engineer & overall management of resources assigned to the supervision team.
  • Participate in site meetings organised by the PIU & assist PIU to prepare site instructionsand variation orders.
  • Represent our client at site, maintain work activities records & prepare periodic quality control & progress reports.
  • Ensure skills transfer & on the job training opportunities for the counterpart staff provided by the govt.
  • Advise PIU regarding the Health, Safety, Security & Environment (HSSE) requirements & procedures to be followed at site.
  • Undertake other tasks related to the roads construction activities, as requested by our clients supervising Engineer.

Expected output:

  • Design documents & contract documents assessment report.
  • Contract management plans.
  • Reports on the contractor submitted work plans, design modification proposals, progress / variation claims etc.
  • Contract close out report.

Project reporting:

  • Reports to the Project Manager.

Key competencies:

  • Bachelor’s Degree or a higher in Civil Engineering is required, Post Graduate qualifications in areas relevant to the position requirements is desirable.
  • Minimum of 11 years of civil engineering experience is required including substantial experience in urban roads construction supervision or / & construction contracts management.
  • Registration as a Professional Engineer with a recognized institution is required.
  • Competency of English in both spoken & writing is required.

Team management:

  • This role has no team management responsibility.
