Background:

Growth, Enterprise, Employment & Livelihoods (GEEL) is 6-year USAID-funded project designed to promote and facilitate inclusive economic growth across Somalia. The project is currently focusing on the agricultural sector (dairy, fisheries, sesame and banana and fresh fruits. to the project is also strengthening the business enabling environment through improving access to finance, policy and regulation, and business development services with particular focus to increase the participation of women and youth in the economy as entrepreneurs, employers, and employees. GEEL has expanded scope to enhance resilience of households and communities through market systems approach including integration into productive sectors of the economy.

Objectives:

GEEL will be implementing a diverse set of learning activities and special studies related to resilience-focused programming in Baidoa and other regions such as Lower Shabelle and Mogadishu. The work requires coordination between the resilience team, finance team, various consultants, data collection firms, and economists in RTI’s office in DC, as well as with the USAID Resilience Learning Activity, also based in Baidoa.

The Resilience Collaboration, Research and Learning Coordinator will provide ongoing leadership and support to ensure GEEL’s learning activities and special studies are conducted in a timely fashion, employ effective and relevant methods, generate useful insights, and contribute to USAID and program adaptive management and design. She/he will also plan, design and facilitate interactive learning workshops with the GEEL team to apply learnings to adaptive management. She/he will prepare a work plan for the learning activities over the remaining months of the project, will regularly convene and coordinate between various actors and activities, will ensure deliverables such as scopes of work, data collection instruments, and reports are created with input from GEEL team members, and will form a liaison with the RTI home office to ensure technical input is solicited and received in a timely fashion.

Responsibilities:

  1. Develop a work plan for special studies and learning activities;
  2. Advise on the design of special studies and measurement methods for pilot activities;
  3. Contribute to and review SOWs and concept notes related to special studies, data collection, analysis and reporting activities;
  4. Provide oversight of data collection activities and reporting deliverables;
  5. Plan and facilitate at least two learning workshops with partners and stakeholders;
  6. Write reports and findings, including outcomes of learning workshops;
  7. Plan and facilitate at least one internal learning workshop in coordination with the MEL Manager;
  8. Plan and lead regular coordination meetings with resilience, finance and home office teams;
  9. Convene collaboration sessions and facilitate communication with RLA and other projects (SomRep, BRCiS, etc.); attend monthly meetings with Danwadag Durable Solutions Consortium to explore potential synergies between private sector-driven approaches and ongoing humanitarian activities.
  10. Presentation of resilience activities and impact to partners including INGOs, government and other stakeholders
  11. Document experience and success stories for inclusion in to GEEL’s weekly and quarterly reports
  12. Maintain regular communication and weekly check-ins with home office;
  13. Remain responsive to emergent needs and requests of the resilience team and USAID;

Deliverables:

Generate resilience research and learning deliverables, to include:

1) Work plan for special studies and learning activities;

2) Contribute to and review SOWs and concept notes related to special studies, data collection, analysis and reporting activities;

3) Facilitate at least two learning workshops with partners and stakeholders;

4) Facilitate at least one internal learning workshop in coordination with the MEL Manager;

5) Regular coordination meetings with resilience, finance and home office teams;

6) Convene collaboration sessions and facilitate communication with RLA and other projects;

7) Maintain regular communication and weekly check-ins with home office.

Reporting:

The Resilience Collaboration, Research and Learning Coordinator will report to the GEEL Agriculture, Resilience and Innovations (ARI) Manager.

Qualifications/Experience:

Qualifications:

· Master’s degree in international development, social science research, or program evaluation, or another relevant degree;

Knowledge/Experience:

· Previous experience and demonstrated record of developing and implementing learning agendas with resilience or development programs in Somalia, Ethiopia, Kenya or a neighboring country;

· Minimum of 6 years’ experience in resilience and development programming in Somalia with USAID, DfID or major donors in the resilience space.

· Facilitation capabilities including the ability to design and execute learning activities that contribute to adaptive management.

· Research design and management experience, including the ability to analyze quantitative and qualitative data and write reports;

Skills/Other

· Strong communication skills and the ability to coordinate between teams working in disparate regions and countries.

· Strong written and oral communication skills;

· Willingness to travel and work in areas with limited services and security.
