Safety and Security Coordinator -Somalia National

Role Dimensions: Save the Children operates across all zones in Somalia and currently has three main area offices and additional 11 field offices. Programmatically Somalia is a large Country Office with more than $110million annual budget and staff over 650 staff

ROLE PURPOSE:

To reduce the risks posed to the programme, personnel and Save the Children in Somalia/SL Country Office assets, The position holder will be directly responsible for safety and security in Mogadishu and supervise security officer, guards based in Mogadishu. This role also includes taking on some area level security coordination’s functions and emergency preparedness support (Fire and emergency response drills, keeping track of emergency communications in the area etc.) and fully support all staff in Mogadishu.

This will include continuous security Risks/threat assessment and advising the AR on risk management in Mogadishu; the maintenance and enforcements of appropriate safety and security guidelines and SOPs; and ensuring that field missions, activities and working practices are robust and that all staff are aware of, trained in, and adhere to these policies and procedures. Integral to the posting is the ability to work successfully with field teams to cultivate capacity and motivation, thereby ensuring field-based responsibility for security analysis and management. The role will also conduct routine security information gathering working closely with other security stakeholders, timely dissemination of information and provide security advise to Mogadishu operations

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly

QUALIFICATIONS AND EXPERIENCE

  • Bachelor’s degree in a related field
  • Formal security qualification
  • Minimum of 3-4 years practical field experience in security management (e.g., military, police, or direct INGO security management) in insecure environment, with good knowledge of personnel and organizational security issues, threat/risk assessment, security management and awareness;
  • A clear understanding of the philosophy and mode of operation of NGOs in Somalia
  • The candidate must have a well-established information network within Somalia and Mogadishu in particular
  • Experience in liaising with civilian private security sectors, police, military, and government authorities, as well as with regional, national and international institutions will be a required in the role
  • Experience on incident reporting, information collation and analysis functions
  • Ability to balance demands of beneficiary and security actors while maintaining appropriate contextual NGO security advice and coordination
  • Highly developed interpersonal and communication skills including influencing, negotiation and pragmatism
  • Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures
  • Ability to present complex information in a concise and compelling manner
  • A high degree of common sense and a genuine interest in people.
  • Excellent planning, coordination and reporting skills, with the ability to organize a substantial workload comprised of complex, diverse tasks and responsibilities
  • Ability and willingness to dramatically change work practices and hours, in the event of emergencies
  • Competency in Internet and Microsoft Office systems including Word, Excel, PowerPoint
  • Fluency in English, both written and spoken
  • Commitment to Save the Children International’s global policies and values.
  • Fluent in Somali and English
