How can you make a difference?
Context
The situation in Somalia remains complex, with continuing terrorist activity and armed conflict resulting in a protracted emergency. The context is characterized by recurrent droughts, natural disasters, an increased number of people living in poverty, continued internal displacement, and unprecedented levels of food and water insecurity, further compounded by the COVID-19 pandemic. This complexity has greatly impacted the situation of children and women in the country. The activities of Al-Shabaab continue to exacerbate the complexity and uncertainty of the situation resulting in access constraints to reach the most vulnerable. In response to the current drought, UNICEF is required to rapidly adapt ways of working to address the multiple operational constraints present in Somalia’s high risk and unpredictable context. The office has scaled up with an increased overall office budget through HAC and other donors. With the increased workload and current reassignments, there is an immediate need to enhance the personnel resources in the Security Section.
The purpose for the job:
The Security Manager reports to the Country Security Manager who is also based in Mogadishu and s/he maintains a secondary technical reporting line to the Country Representative. The Security Manager, under the technical supervision of the Country Security Manager coordinates on all matters pertaining to the security of UNICEF staff and operations and on facilitating secure access for UNICEF field missions in Somalia as required. The Security Manager contributes to the UNICEF mandate through a strong security risk management process. The Security Manager manages, in coordination with the Country Security Manager and on behalf of the Representative, all security activities in support of the country office and respective field offices.
The Security Manager implements and manages security activities at the duty station in close coordination with Country Security Manager and with all members of the UN Security Management System (UNSMS) including the UN Department of Safety and Security and UN AFPOs as well as NGO partners in line with the Saving Lives Together policy. As a member of the UN Security Cell, he/she contributes to the development of assessments, procedures, and guidelines including Security Risk Management (SRMs), Country Security Risk Management Measures (SRM-M), and the country-specific Security Plan.
