Background

BASIS is a 9-month start-up phase of the UNSOM-UNDP joint security sector reform/governance effort in Somalia. It lays the foundations for a multi-year longer-term programmatic response for the incoming federal and exisiting federal member states executive and legislative bodies, and aims to address political and structural challenges in the Somali Security Sector. BASIS is a nationwide effort that brings international expertise to the table and creates a platform for national consultation and coordination to help bring about consensus around the much-needed reform agenda in the Somali security sector. It addresses four main areas a) the implementation of the federated model and the required legislative amendments, b) strengthening of democratic civilian oversight over the security sector, c) the implementation of the Somali Transition Plan in the context of a people centric sustainable security and d) women’s empowerment for a more inclusive security sector.

Further, an area based approach programme is expected to be developed which shall undertake local service delivery, civilian oversight through people centric security development, outreach/consultations and work with the parliamentary bodies at the Federal Member states.

The SSR Technical Specialist shall report to the Rule of Law Portfolio Manager and work closely on a daily basis with the Integrated Security Sector Reform team of UNDP and UNSOM, the UN Comprensive Approach to Security (CAS) Coorinator and Security/Maritime Advisor of UNSOM, and liaise closely with other rule of law joint programmes of the UN to ensure that the programme interventions are harmonized and coordinated within the framework of the Global Focal Point arrangement.

Duties and Responsibilities

Ensure implementation of BASIS

  •  Ensure day-to-day administration of the BASIS with the UNSOM team and UNDP Rule of Law Portfolio Manager to ensure that the workplan for 2022 is implemented.
  •  Organise technical level meetings for the implementation of the programme to ensure programme delivery.
  •  Engage with the donors to undertake resource mobilization.
  •  Design gender sensitive approach to security sector governance and ensure addressing the National Action Plan for UNSCR 1325, taking cognizance of the Somalia government and UN mandate.
  •  Connect the BASIS with the project objectives that of the Women, Peace and Security agenda.
  •  Design and implement the civil society participation to ensure that oversight mechanisms and dialogue on oversight are established.
  •  Design and implement training programmes for UNDP SSR team, for the stakeholders and beneficiary organisations.

New Project Development

    •  An area based approach programme is expected to be developed which shall undertake local service delivery, civilian oversight through people centric security development, outreach/consultations and work with the parliamentary bodies at the Federal Member states.
    •  Ensure that this new project and BASIS have synergy and complement each other, and ensures harmonization with the portfolio on rule of law and security, including incorporating area based programming, adaptive management and innovation.
 Develop an advocacy strategy to promote policy dialogue on security sector with a broader constituency
  •  Develop a resource mobilization strategy for the new project and for BASIS.

Tasks that may be required to lead UNDP’s efforts in rule of law and security sector reforms/ governance

  •  Ensure regular coordination and engagement is provided on Global Focal Points at technical level with all the other joint programmes in the security sector.
  •  Prepare presentations and updates for SSR, including planning and developing a regular bulletin to ensure progress.
  •  Support UNDP’s development of new generation programmes in rule of law and security with Portfolio Manager for Rule of Law.

Institutional Arrangement

Required Skills and Experience

Education requirements: Master’s Degree or equivalent in and Political Sciences, International Relations, Social Sciences or Strategic Studies.

Min. Years of relevant work experience

  •  The Techncial specialist should have a minimum of seven years’ experience at national and international levels, including peacekeeping operations, in technical development and management support positions. This experience could include either military or law enforcement with spcial focus on Security Sector Reforms and governance work

Required skills:

  •  A combination of professional training, certification and experience in SSR.
  •  The Techncial specialist is expected to have sound knowledge of the principles of peacekeeping and Human Rights Due Diligence Policy.
  •  Previous experience of working in conflict and post conflict
  •  settings is highly desirable.

Desired skills in addition to the competencies covered in the Competencies section

  •  Demonstrate an ability to co-ordinate a wide range of inputs and actors within a complex setting is a desirable skill in this assignment.
  •  Demonstrate capacity and willingness to work with people of different cultural, ethnic and religious background, different gender, and diverse views.
  •  Previous experience of UN rules and procedures is highly desirable;

Required Language:
