Overview: DT Global is seeking a Senior Engineer to lead the technical components of community driven development construction activities in Somalia. S/he will work with the senior management team and field staff to determine if/when/how to initiate construction activities that support program objectives. As the lead on engineering and construction , s/he will serve as the the bridge between what is desired and what is practically achievable. Knowledge of the constraints in Somalia is key to ensuring timely delivery of construction commitments, avoiding high-risk endeavors and disappointing communities with unfulfilled promises. S/he will manage the sub-contracts, making sure the subcontractors follow all applicable donor and government laws as well as DT Global policies and procedures in coordination with the Operations Manager, DCOP and Program Implementation Director (PID). S/he will interact with the donor’s third-party monitoring firm to provide necessary documents and access to work sites. The Senior Engineer must have senior-level experience managing and overseeing engineering activities throughout the implementation cycle, including: design, procurement, management, quality assurance/quality control, monitoring and evaluation, close-out and client relations. The Senior Engineer is a key personnel position.

Tasks and Responsibilities:

  • Provide quality assurance/quality control oversight for scopes of work (SOWs), technical specifications, design drawings, bills of quantity (BoQs) and estimates for construction subcontract tenders
  • Ensure the program and its subcontractors follow international best practices in design and construction
  • Design and/or certify structural designs to all applicable USG standards
  • Coordinate all site construction activities
  • Serve as the focal point for any design subcontractors
  • Supervise all field personnel as required to successfully complete the project on schedule and within budget
  • Ensure high quality of work and compliance to the Contractors Quality Control plan
  • Be responsible for the construction safety practices with all on-site activities
  • Other tasks as assigned by supervisor

Education & Minimum Qualifications:

  • Bachelor’s degree in Engineering, Architecture, or Construction Management
  • Ten (10) years of relevant professional construction, project scheduling, material procurement, and field supervision experience, in a similar development setting
  • Professional certification as Professional Engineer (P. E.) or comparable certification from another country or international organization
  • Demonstrated experience in leadership roles, strategic planning, and budget management
  • Knowledge of USAID rules and regulations (including environmental protocols)
  • Significant experience preparing Bills of Quantity (BOQs), RFPs, SOWs, design documents and overseeing the selection process for construction projects
  • Experience managing construction projects/firms from the design phase to the close out/retention period.
  • Experience with in-kind activities or small grants under contract activities and has prior work experience in security challenged environments
  • Proficiency in AutoCAD, Excel and other computer applications
  • Strong reporting, writing, analytical, organizational & interpersonal skills
  • Somali language skills preferred
