Senior Gender Officer – Kismayo based
CARE Somalia/Somaliland is an international NGO working in Somalia/Somaliland. CARE and its partners work with vulnerable communities to address the underlying causes of poverty and promote peace and development, as well as mitigating immediate suffering caused by drought, conflict and displacement. We invite applications from experienced and talented individuals to fill the Senior Gender Officer to be based in Kismayu with substantive travel to project sites across Somalia/Somaliland. This assignment will be for a period of three (3) months.
Under the supervision of Humanitarian Program Manager – Jubbaland, the Senior Gender Officer will ensure issues related to Gender is well taken care in the Emergency addressed the program, establish strategies, sustainable technical guidelines and mechanisms in collaboration with the other Sector to guide CARE Somalia/Somaliland programming in areas of gender. In addition, the incumbent will seek to identify capacity gaps, build the capacity of CARE Somalia staff and partners to continue to replicate his/her work for improvement of program quality and impact. The position works closely with the all sectors in the Emergency department.
Duties & Responsibilities
Collect and compile key gender issues in CARE program locations.
Ensure that the humanitarian response are gender-sensitive and review activities for compliance and consistency with gender requirements.
Establish key internal and external contacts, including CO staff and partners with an understanding of the main issues related to gender dynamics and trends in the affected population.
Ensure that assessments, registration methods and other sources of information about affected people employed by
CARE Somalia/Somaliland and its partners are respectful of the GBV and protection principles.
Ensure that the humanitarian team as well as our implementing partners adhere to the PSEA policies. Conduct Rapid Gender Assessment (RGA) and the finding should be used to inform CARE programs. Also organize for briefings and training for new staff as necessary.
Lead assessments, information collection, analysis and use of sex and age-disaggregated data (SADD) in project design, implementation and evaluation in order to be more effective in meeting the affected populations’ needs. Streamline needs assessment and analysis tools/processes including templates, team composition and methodologies to ensure that they are gender and protection sensitive.
Conduct assessment on Gender needs of different target groups with focus on most vulnerable groups including women, girls and children and have detailed information that contribute in program and strategy development.
Facilitate and support the integration of protection and GBV perspectives including the IASC GBV Guidelines (2015)
in the programming across sectors.
Assist sectors in setting up or adapting existing systems to monitor progress in mainstreaming Gender, amongst others, the IASC frameworks and checklists, CARE’s Rapid Gender Analysis tool
Ensure that issues of GBV and SEA are explored in sensitive ways and that services and follow-up are provided in line with good practice and standard guidance and principles.
Build strategic alliances with other key actors internally and externally to advocate for Gender
Provide technical support to identify opportunities for the development of relevant advocacy and communication/information materials to address Gender issues.
Prepare and share technical reports on gender issues.
Collect and promote good practices and lessons learned, contributing to a collection of replicable good practices for protection and GBV programming.
Key Internal Contacts; Humanitarian Program Manager/ sector focal persons, MEAL team
A Degree in gender studies and/or a related subject area
Two (2) years’ experience working on gender
Familiar with humanitarian programming and inter-agency coordination systems
Demonstrated experience in mainstreaming Gender in WASH, Food security, and Nutrition
Experience working in Gender projects.
