Background Information

About MIDA FINNSOM Phase II – Health and Education Project in the Federal Government and Federal Member States of Somalia

The IOM Migration for Development in Africa (MIDA) programme focuses on strengthening the institutional capacities of Somalia through a structured framework of mobilization of resources involving countries of destination, countries of origin and diasporas. In Somalia, through its MIDA programme, IOM has been helping the Somali Government since 2008 to strengthen the capacity of Somali institutions so that they can be more effective in responding to the needs of Somali people. MIDA FINNSOM Phase II – Health and Education Project is funded by the Government of Finland. The Government of Finland has also funded the MIDA FINNSOM Health projects in different parts of Somalia. Similarly, to the MIDA FINNSOM Health projects, this project aims to facilitate the transfer of skills, competencies and knowledge of qualified Somali expatriates to public institutions in Somalia, with a focus on two sectors, namely health and education. The beneficiary institution Banadir Hospital will host the qualified Somali expatriate, and will be responsible to provide a safe and secure work environment. The Federal Ministry of Health and Human Services (MoH) & IOM Somalia MIDA staff will monitor the expatriate while on assignment.

About De Martino Hospital

The Ministry of Health and Human Services (MoH) grappling with a range of challenges including lack of resources and qualified skilled staff in the public and health sector. In order to tackle the challenges in the health sector in Somalia, the MoH of the Federal Republic of Somalia is redefining its mission of reforming public hospitals including the De Martino Hospital. The goal is to provide high-quality service in alignment with Somalia’s Health Policy Framework. The overall objective of the Ministry of Health and Human Services is to establish affordable and high-quality basic health services in the country. Hospitals especially will have an enabling environment where it can deliver its key functions through capacity development and institutional strengthening.

Activities / Key Results Expected

Under the overall guidance of the administrator of De Martino General Hospital, the Senior General Surgeon will be responsible for the following duties and responsibilities:

  1. Build the capacity of the surgical team including young doctors provide specialist surgical services to patients that present with general surgical conditions;
  2. Assist junior doctors analyze patients’ surgical and medical conditions and make decisions on their treatment protocols including referrals and evacuations out of Kismayo.
  3. Oversee the team prescribe preoperative and postoperative treatments and procedures;
  4. Develop plan for surgical team and to set up theatre, surgical ward and surgical outpatient department;
  5. Provides on-the-job training to and supportive supervision of department nurses, other hospital doctors and the surgical team of the hospital;
  6. Train De Martino General Hospital staff to put in place proper infection prevention control measures;
  7. Oversee instruments, equipment, and operating theatre rooms to ensure standard sterility is in place;
  8. Train doctors manage surgery services, including planning, scheduling and coordination, determination of procedures, and procurement of supplies and equipment;
  9. Provide consultation and surgical assistance to other physicians and surgeons;
  10. Prepare case histories and submit monthly achievement report to the hospital director;
  11. Train the surgical team to establish and run surgical outpatient clinic;
  12. Participate in general and after-hours rosters with other clinical staff including on-call duties;
  13. Any other tasks as required by the hospital and the Ministry of Health and Human Services.

PERFORMANCE OUTCOMES:

  • Responsible for providing high level specialist services and transferring of skills when required by effectively carrying out consultations, treatments and procedures for both non urgent and emergency category patients;
  • Participate in general teaching ward and clinic rounds;
  • Responsible for supervising and providing consultative advice to junior medical staff, students and Nursing staff in order to transfer skills.
  • Train the team in providing all treatment and referral services in accordance with Somali MOH guidelines.

IOM will be technically supporting this assignment through interaction with the qualified Somali expatriate and beneficiary institution

MIDA FINNSOM and MoH Requirements

Besides the specific outputs that will established in the Target Outputs of each assignment, the MoH and MIDA FINNSOM is requiring the following steps/actions to be undertaken throughout the assignment. These are standard requirements for all assignments undertaken through this project:

  1. Transfer of skills: One of the main responsibilities of the qualified Somali expatriate, and one which he/she will be measured against, will be to ensure continuous and systematic transfer of knowledge and skills as related to the assignment. It will have to be agreed with the beneficiary institution which civil servants will have to benefit from this knowledge.
  2. Work plan: A work plan must be developed with the Supervisor during the first week of assignment to provide clear and time-bound activities to successfully implement the outputs of the assignment. This work plan will be shared with the IOM Mogadishu MIDA Programme Officer. This work plan will be revised if the contract will be extended.
  3. Quarterly/Monthly and Final Reports: Monthly progress reports will be submitted by the incumbent to the Supervisor and to IOM Mogadishu MIDA Programme Officer. At the end of the assignment, the Participant must also provide a final report covering the duration of his/her assignment.

Languages needed: Somali and English

General Skills / Other requirements:

  1. Ability to operate as part of a team, but also independently, depending on the situation.
  2. Ability to use Microsoft Office programs (Word, Excel, and PowerPoint).
  3. Ability to identify innovative approaches to problems in a challenging environment.

Monthly Stipend

The monthly stipend amount will be determined based on Postgraduate degree and years of relevant experience.

Security and Insurance Mobility

Health insurance, including evacuation due to medical emergency, will be provided by the project. However, experts will be requested to provide a recent medical certificate stating that they are physically well and apt to work in a hardship area in Africa.

Please note that IOM, according to the contract, will not be responsible for the security of the qualified Somali expatriates. The host beneficiary institution will be responsible for the security of the individual.

Before leaving the country of residence and upon arrival in Somalia, the qualified Somali expatriate will receive an orientation briefing including security advice and cultural background.
