BACKGROUND

With funds from the U.S. Department of State, Bureau of Counterterrorism, IDLO is implementing a 24-month project entitled “Supporting the Somali Justice Institutions to Combat Complex Crimes in Somalia”.

The overall Project goal is to strengthen the capacity of justice sector actors to prosecute, defend and adjudicate complex crimes. This Project addresses ways in which IDLO can collaborate with Somali government institutions in building on its existing programs by ensuring that the work undertaken by justice sector actors translates into effective prosecution and adjudication that is consistent with national and international human rights standards.

IDLO will bring 15 justice actors from the Federal States to Mogadishu, where they will receive mentoring for two months. The mentees will benefit, not only from substantive criminal law, but will learn varied skills, including introduction to office management, working with law enforcement, victims and witnesses, advocacy, and negotiation. This mentoring program is intended to enhance their capacity to handle complex cases at the state levels.

THE POSITION

The position falls within the framework of IDLO’s engagement in supporting the Somali Justice Institutions to combat complex crimes in Somalia. The Senior Criminal Justice Expert will work in collaboration with IDLO Somalia’s Country Office staff, Somali government representatives, Somali justice sector actors, as well as other stakeholders.

The incumbent will report to the Country Director and closely coordinate with the Project Manager for Complex Crimes. The Consultancy will be provided over a period of 2 months, although remuneration is based on the successful completion of deliverables based on the remuneration schedule. The incumbent will be responsible for the implementation of the following activities and deliverables:

  1. Undertake the IDLO online Training of Trainers (TOT) to familiarize with IDLO Training methodology and send the certificate of completion to IDLO (capacitydevelopment@idlo.int) before commencing the design of the trainings.
  2. Develop a Training Manual for Participants using IDLO’s training manual framework and strategies
  • Develop three training manuals:
  • Design performance-based training objectives for each day, which are SMART    (Specific, Measurable, Achievable, Realistic, and Time-Bound);
  • Develop training content and methods;
  • Plan lessons for each day that include topics including introduction to office management, working with law enforcement, victims and witnesses, advocacy, and negotiation;
  • Develop methods and modes for content delivery, with specific focus on group activities for each day (simulations, role play, brain storming, case study, observation, task exercises, games, group discussions, peer lessons);
  • Create three training manuals with content specific to each week:
  • Training manual #1: Introduction to Two Month Mentorship
  • Training manual #2: Mid-Mentorship Interactive Training
  • Training manual #3: Review of two month training
  • Upon completion of the training manual, the consultant will submit it to the Project Manager for feedback and for translation services.
  1. Deliver three 5-day trainings for prosecutors and judges from the FMS
  • Design and deliver a training that will aim to enhance the visiting professional’s knowledge in substantive criminal law, as well as technical and soft skills in trial advocacy, office management, interacting with vulnerable victims, and courtroom etiquette;
  • Provide mentorship throughout the two-month mentorship;
  • Provide technical advice to IDLO staff during the delivery period as well as attend meetings or relevant conferences/events related to the area of the consultancy if requested;
  • Delivery period: March – April (pending confirmation from the Attorney General and Chief Justice).

IDEAL CANDIDATE PROFILES

Education and Work Experience 

  • Advanced University degree in Law with expertise on Criminal Justice;
  • Ten years’ work experience in the governance or legal reform;
  • Experience working as a judge is preferred;
  • Proven experience in training and mentoring;
  • Work experience in Somalia is highly desirable;

Language skills

  • Fluency in written and spoken English.

Specific Technical skills and competencies

  • Highly organized, with a problem-solving attitude;
  • Strong communication and interpersonal skills, and the ability to work in a multi-cultural environment;
  • Ability to work under pressure with tight deadlines, flexibility and an entrepreneurial spirit.
  • Keen sense of ethics, integrity and commitment to IDLO’s mandate;
