Organisational Setting and Reporting
United Nations Security Council Mandate 2628 (2022) has legislated a phased transition of security responsibility from African Union Mission in Somalia (AMISOM) to Somali Security Forces (SSF). This involves reconfiguration of AMISOM to African Union Transition Mission in Somalia (ATMIS) and phased transfer of security responsibility to SSF in line Federal Government of Somalia (FGS) owned Somali Transition Plan (STP). United Nations Support Office in Somalia (UNSOS) is mandated to support the above-mentioned phased Reconfiguration and Transition. To plan and implement UNSOS mandate, UNSOS has established a Transition Planning Cell reporting to Head of UNSOS.
This position is located in UNSOS and is based in Mogadishu. The Senior Mission Planning Officer is Head of the Transition Planning Cell and reports to the Head of UNSOS.
Responsibilities
Within delegated authority, the Senior Mission Planning Officer and Head of the Transition Planning Cell will be responsible for performing the following duties:

EducationAdvanced university degree (Master’s degree or equivalent) in social sciences, political science, international
relations, economics, finance, management or development, or a related field. A first-level university degree in
combination with qualifying experience may be accepted in lieu of the advanced university degree. Professional training in the areas of planning, programme management, analysis, facilitation and/or coordination is an desirable.
Work ExperienceA minimum of ten years of relevant progressively responsible experience is required; this should include policy development at the strategic level as well as experience facilitating and coordinating multi-stakeholder planning processes in peace consolidation settings.
Demonstrated experience implementing relevant UN Secretariat policies, procedures and operations, including mandated development planning, budget and human resources processes, is required.
At least one year of experience working in one of the above fields in or in support of a field operations of the United Nations Common System or a comparable international organization is desirable.
Experience in a conflict or post-conflict setting is desirable.
Experience in military/police operations and/or logistics planning is desirable.
LanguagesEnglish and French are the working languages of the United Nations Secretariat. For this position fluency in English, (both oral and written) is required.
AssessmentEvaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
