Organisational Setting and Reporting

United Nations Security Council Mandate 2628 (2022) has legislated a phased transition of security responsibility from African Union Mission in Somalia (AMISOM) to Somali Security Forces (SSF). This involves reconfiguration of AMISOM to African Union Transition Mission in Somalia (ATMIS) and phased transfer of security responsibility to SSF in line Federal Government of Somalia (FGS) owned Somali Transition Plan (STP). United Nations Support Office in Somalia (UNSOS) is mandated to support the above-mentioned phased Reconfiguration and Transition. To plan and implement UNSOS mandate, UNSOS has established a Transition Planning Cell reporting to Head of UNSOS.

This position is located in UNSOS and is based in Mogadishu. The Senior Mission Planning Officer is Head of the Transition Planning Cell and reports to the Head of UNSOS.

Responsibilities

Within delegated authority, the Senior Mission Planning Officer and Head of the Transition Planning Cell will be responsible for performing the following duties:

    •  Act as a senior advisor to the Mission leadership on strategic planning issues, including engaging with the African Union (AU), ATMIS, United Nations Assistance Mission in Somalia (UNSOM), UN partners, FGS, SSF, partners and donors in respect of multi-dimensional planning processes.
    •  Facilitates joint and integrated support planning between ATMIS, UNSOM, UNSOS components, UN Agencies, Funds and Programmes, SSF and other relevant partners in accordance with the Policy on Integrated Assessment and Planning, and senior management guidance.
    • Leads the preparation of a Mission Concept, and /or similar initiatives, building on the vision of the Head of UNSOS, translates the mission mandated tasks as per United Nations Security Council Resolution 2628 (2022) into a form that fuses objectives, timelines and expected outcomes into a coherent whole, serving as an authoritative guide for the development and implementation of Mission component plans.
    •  Ensures that all joint plans between ATMIS and UNSOS are in line with the joint ATMIS/SSF CONOPS and Somali Transition Plan.
    •  Provides advice to UNSOS components in development of component-level plans, including ensuring coherence with the Mission’s overall strategic direction.
    •  Leads the preparation for an equipment review of ATMIS and capacity building of SSF towards implementation of transition plan.
    •  Provide input into UNSOS compacts to reflect reconfiguration and transition, and the key performance indicators for the same.
    •  Be a focal point for coordination with UNHQ, UNSOM, ATMIS and other partners on strategic and cross-cutting issues related to reconfiguration and transition.
    •  Coordinates the establishment and operation of integrated field coordination structures (Transition Planning Cell), provides inputs for discussion during the senior leadership coordination forum, on policy, joint strategic and operational issues as required.
    •  Provide technical support to SSF logistic capability development and gap analysis as part of the Comprehensive Approach to Security and support this as appropriate within the mandate as well as support Federal Government and UN advocacy with donors.
    •  Lead the identification and action plans for risks related to reconfiguration and transition to be managed under the Enterprise Risk Management Register, keeps these up to date, and implements mitigation action plans.
    •  Provides inputs for the Mission Results-Based Budget framework and performance reports, and budget monitoring and performance reporting.
    •  Monitors the budget implementation related to Reconfiguration and Transition, including staffing needs and workforce planning and advises senior management to help ensure that adequate resources are available for implementation of integrated plans, mission priorities and integrated strategic framework.
    •  As directed by Mission leadership, designs and facilitates development of other strategies and plans required for implementation of the Mission’s mandate.
    •  Monitor, evaluate and report to Mission leadership on progress against plans and prepare contingencies, as well as provides input to Reports of the Secretary-General in this regard.
Serves as a strategy and planning point of contact for Headquarters and facilitates linkages between field-based structures and the Headquarters-based departments.
  • Coordinates Mission-level support to the Headquarters-based bodies and supports any Assessment Missions, Strategic Assessment Missions and Strategic Reviews.
  •  Leads and coordinates the work of the UNSOS Transition Planning Cell.
  •  When required, stands in for the Senior Advisor to Head of UNSOS.
  •  Performs other duties as required.

EducationAdvanced university degree (Master’s degree or equivalent) in social sciences, political science, international

relations, economics, finance, management or development, or a related field. A first-level university degree in

combination with qualifying experience may be accepted in lieu of the advanced university degree. Professional training in the areas of planning, programme management, analysis, facilitation and/or coordination is an desirable.

Work ExperienceA minimum of ten years of relevant progressively responsible experience is required; this should include policy development at the strategic level as well as experience facilitating and coordinating multi-stakeholder planning processes in peace consolidation settings.

Demonstrated experience implementing relevant UN Secretariat policies, procedures and operations, including mandated development planning, budget and human resources processes, is required.

At least one year of experience working in one of the above fields in or in support of a field operations of the United Nations Common System or a comparable international organization is desirable.

Experience in a conflict or post-conflict setting is desirable.

Experience in military/police operations and/or logistics planning is desirable.

LanguagesEnglish and French are the working languages of the United Nations Secretariat. For this position fluency in English, (both oral and written) is required.
