Overview of position
The Federal Government of Somalia has established the position of Senior Policy Advisor on Global Environmental Affairs and Climate Change.  The position is in line with the Government’s vision to build strong institutions towards a climate resilient and prosperous nation.

Environment and natural resources of the country underpin sustainable development, however, the country faces numerous environmental challenges that undermine efforts to achieve poverty eradication and sustainable growth.

To address the challenges, the Government has committed to the integration of the economic, social, and environmental dimensions of development.  The country has also become party to many multilateral environmental agreements (MEAs).

To further enhance environmental management, the Government has established the position of Senior Policy Advisor on Global Environmental Affairs and Climate Change.
The Advisor will support the Offices of the President and Prime Minister to improve coherence and coordination of environmental issues, and to integrate environment in the national development agenda. The Advisor may also be seconded to relevant Departments or Government Agencies as necessary.

Role objectives
  • Provide strategic advice to the Offices of the President and Prime Minister in the integration of the environmental dimension of sustainable development into all the national policies and legislations being developed.
  • Support integration of climate change and environmental concerns into the national development agenda and sectoral policies and strategies
  • Advise and support efforts to enhance coherence and performance of the environmental sector in the country
  • Provide strategic advice on climate change mitigation and adaptation in order to enhance resilience and low emission development.
  • Support the mobilisation, coordination, access, and tracking of climate change and other environmental financial flows for national development priorities
  • Provide advice and support for the coordination and monitoring of climate change and other environmental programmes and projects
  • Promote multilateral and bilateral engagements on the environment
  • Promote the country’s position at global environmental forums and processes
  • Support the country’s effective participation in multilateral and related global environmental affairs.
  • Provide advise and support in the consultations with development partners including the European Union, the World Bank, the African Development Bank and other bilateral institutions
  • Facilitate and participate in consultations with Development Partners, bilateral entities leading to promote Government priorities on environment and natural resources management
  • Provide advise and coordination on social safeguards for development programmes and projects
  • Provide advise and support for disaster risk reduction, and durable solutions programmes addressing resilience
  • Organize meetings/workshops and events relating to sectors that support resilience
  • Provide feedback and review notes on project/programming documents
  • Track and provide advise on Development Partner benchmarks under the mutual accountability framework
  • Ensure Government priorities are reflected in Development Partner programming relating to sectors assigned including the European Union Programming for 2021-27
  • Mentor personnel in the sectors assigned and organise training and capacity building events
  • Any other task/deliverable that may be assigned

Deliverables

  • Improved coordination and performance of the environment and natural resources sector
  • Improve coordination with stakeholders, particularly line departments and Development Partners
  • Enhanced visibility and participation of the country at regional and multilateral environmental processes
  • Enhanced tracking and reporting on financial flows relating to environment and climate change
  • Tracking and reporting on tasks assigned
  • Periodic reports on all engagements and undertakings
Project reporting
This position will be reporting to the Projects Manager.
Key competencies • At least 25 years professional experience in environmental governance, natural resources management, and the broader sustainable development agenda
• Extensive knowledge in policy development and implementation
• Track record in forging partnership and consensus building for improved environmental management.
• Proven service at senior level advisory and managerial roles in government and
• Outstanding leadership qualities as well as diplomatic and organizational development skills
• Proven track record of excellent human resource and financial management experience.
• Proven knowledge and experience of multilateral environmental and sustainable development process
• Dynamic and results oriented management approach.
Team management
This role does not require team management.
