Overview of position:

• Our client implements Immigration & Border Management (IBM) programs, which aims to enhance migration management functions in Somalia in order to promote safe & orderly migration as well as mitigation of security threats. Since 2007, our client has been supporting the border authorities through activities that include capacity building, upgrading the facilities of ports of entry, immigration offices, installation of a computerized border management information system at ports of entry, training of the immigration officers including renewable & sustainable power solutions to the systems.
• In order to ensure smooth installation, post installation reviews, standard engineering of Solar installations at various POEs, locations related to border management services & technical knowledge of Solar Power Engineer is essential.

Role objectives:

• Assist in assessment of proposed project sites with the relevant authorities & partners.
• Assist in preparing detailed work plans on SLOAR including BOQs including coordinating for govt. approvals, checklists for review or inspections as applicable, for solar energy system development, M&E activities.
• Assist in verifying that works are implemented as per approved design, drawings, standard specifications, technically sanctioned estimate & within the provisions of contract agreement.
• Monitor systematically the progress of work according to the construction schedule of the agreement, shall submit monthly progress report in the prescribed form to out client pointing out the deficiencies & suggest remedial measures.
• Follow up on contractor’s running payments based on the approvals.
• Follow up on the correction of all found defects rectified from the concerned contractor(s) & inform the supervisor of any noncompliance.
• Assist the M&E team in developing standard M&E forms for regular monitoring reports including progress of work, adequacy of materials used & details of work done along with measurements to show compliance with the BOQ.
• Any other tasks may be needed by the program & mission.

Project reporting:

• This role works under the overall supervision of the Chief of Mission, direct supervision of Program Manager & technical guidance of the IBM Engineer the incumbent will provide technical & administrative assistance to the planning, coordination, implementation & monitoring of the programmatic activities.

Key competencies:

• Bachelor’s Degree in Mechanical Engineering or other relevant field, from an accredited academic institution with minimum of 4 years of professional experiences, certification on project management is an advantage or completed High School Diploma with minimum of 6 years of professional experiences with above relevant field.
• Experience in working with international organizations, govt. institutions & / or aid organizations.
• Experience in working with govt. authorities.
• Experience on project supply chain & market knowledge is an asset.
• Engineering scope of work, BOQ & evaluation of bidding documents.
• Must have prior work experience in Africa & work eperience in Somalia is desirable.
• Must be fluent in English & Somali (writing & speaking).
