Overview of Position

  • Our client is implementing the Project ” Breaking the climate-conflict cycle in Galmudug, Somalia” funded by the EU. The This project addresses the climate-displacement-conflict nexus in Somalia and seeks to (a) arrest and reverse the ‘multiplier effect’ that climate change has on displacement and violent conflict in specific regions of the country and (b) enhance the capacity of conflict- and displacement-affected communities to adapt to the negative effects of climate change.
  • Our client will be responsible management and coordination of the project in coordination with WASH, MECC, CS and DTM. The project will be monitored by Project Steering Committee (PSC) comprising the Ministry of Energy and Water Resources, Ministry of Women, ministry of Environment and ministry of Interior in Galmudug. The WASH and MECC unit will ensure that the needs of water and environment are sufficiently reflected in the Project design as well as in selection of priority interventions.
  • As part of the activities under outcome one of Deegan bile programme: “Communities’ trust in local institutions is strengthened, and processes of governance accountability lay the foundations for institution building”, our client will be piloting a Matching Grant Mechanism, which aims to capacitate communities to fundraise and contribute financially to the implementation of their identified community priority (often in the form of an infrastructure). Additionally, this mechanism aims to train and assist communities to actively participate in the various steps of the procurement process. Should the pilot be successful, the Matching Grant Mechanism will be part of the toolkit of Community Stabilization Programming.
  • In view of this, our client is recruiting a Senior Project Assistant (Grant Matching Mechanism) under the overall supervision of the EPC Coordinator and the direct supervision of the WASH and MECC Programme Manager, to coordinate the implementation of the Matching Grant mechanism. In addition, the successful candidate will also coordinate with CS DTM and UNEP colleagues in the field. The successful candidate will be required to frequently travel to different locations in Galmudug.

Role Objectives
Matching Grant Mechanism ; In coordination with Procurement colleagues of client in Somalia and CWASH and MECC matching grant programme team:

Prepare templates, translation of templates and written material related to Matching Grants.

Coordinate drafting of procurement SOPs and relevant material related to Matching Grants.

  • Prepare logistics for and conduct training on IOM procurement process to District Project Implementation Unit (DPIU)/Community Project Implementation Unit (CPIU) in the field as part of the matching grant.
  • Provide specialized assistance to (DPIU)/Community Project Implementation Unit (CPIU) and WASH and MECC programme team during the entire procurement process prior to implementation of a community priority, and after implementation including payment.
  • Travel to the field as necessary to ensure that grant matching is successfully implemented procurement-wise, and that WASH and MECC are built on procurement processes.
  • Provide regular updates to WASH and MECC team, procurement colleagues and relevant colleagues on progress and challenges of procurement activities under matching grant mechanism.
  • Draft a short briefing note summarizing implementation of procurement part of grant matching activity, noting challenges, best practices and lessons learnt to support improvement for future processes.
  • Closely monitor and follow up on aspects related to procurement and logistical needs for Matching Grant-related activities in the field, including timely delivery/arrival of goods and services, construction and payment to vendors/service providers.
  • RMU Coordination Related Tasks (Procurement, Finance)
  • When Matching Grant activities are not ongoing, coordinate with WASH and MECC team to:
  • Carry out administration related tasks including raising, tracking, and following up on PRFs, LOIs, TAs and RFQ/RFPs among others to facilitate timely implementation of activities .
  • Carry out program’s administration finance related tasks including submission, tracking, and following up on requests for payments to ensure timely payment.
  • Establish a tracking system and other templates or mechanisms to monitor and follow up on procurement and finance-related activities/documents efficiently and effectively.
  • Perform other related duties within the incumbent’s capabilities that might be assigned by the supervisor.
