Overview of position:

  • Our clients Somalia team is implementing frontline activities as well as taking the lead in coordinating the Camp Coordination & Camp Management (CCCM) cluster to improve the coordination, delivery & monitoring of humanitarian services to vulnerable populations living in communal settings.
  • Under the overall supervision of the Senior Program Coordinator (EPC) & the direct supervision of the CCCM Program Officer the successful candidate will be responsible for our clients site management operations as part of the wider CCCM programming, ensuring that activities implemented are in line with the CCCM global cluster policies & strategies.

Site management:

  • Liaison between site authorities & all humanitarian actors & service providers working in the displacement site.
  • Support the establishment & maintenance of effective intra site coordination mechanisms & facilitate participation in inter site coordination activities.
  • Support the establishment of site governance & community participation / mobilization mechanisms within sites, with particular emphasis on women’s decision making role, persons with specific needs, youth & minority groups.
  • Participate in site design & site development in coordination with relevant actors.
  • Promote accountability of humanitarian actors to the sites population, set up information desks & complaints & feedbacks mechanisms where possible.
  • Promote self determination of the site population, engage in discussion on transitional or durable solutions with all stakeholders, actively engage local authorities.
  • Provide basic site management support to community leaders including women, minority groups & persons with specific needs embedded in leadership structures.

Cluster support (multiple locations):

  • Assist in monitoring, assessing & evaluating CCCM cluster partners at the state & site levels & ensure that program delivery is in line with the CCCM cluster strategy.
  • Support the CCCM cluster in joint field assessment missions.
  • Liaise with the relevant authorities to promote CCCM best practices.
  • Coordinate the timely data collection & sharing for the production & dissemination of Complaints & Feedback Mechanism (CFM) dashboards.

Admin & operations:

  • Closely monitor project progress, collect, compile & share information from the field teams on a weekly basis.
  • Train & support staff & implementing partners in their development.
  • Monitor administrative & financial processes of CCCM operations, assist with planning & overseeing of procurement & logistics activities for relevant operations.
  • Perform such other duties as may be assigned.

Project reporting:

  • This role works under the overall supervision of the Senior Program Coordinator (EPC) & the direct supervision of the CCCM Program Officer.

Key competencies:

  • University Degree in International Relations, Political Science, Business or Public Administration, Social Sciences or a related field from an accredited academic with 5 years of relevant professional experience with at least 4 years of relevant professional experience or, High School Diploma with at least 6 years of relevant professional experience.
  • Experience in the field in IDP / refugee or migration related issues, including technical cooperation & project / program implementation & evaluation.
  • Work experience in liaising with govt. authorities, other national / international institutions & NGOs, experience in the region is an asset.
  • Good knowledge of UN, IOM & NGO mandates & programs in the IDP humanitarian responses, post conflict construction & development.
  • Good level of computer literacy, including database applications.
  • Excellent command in written & spoken English, Somali & Maay.
