Overview of position:
Our client in Somalia has engaged in the design & implementation of stabilization interventions to support delivery of the Somali national stabilization strategy. After broad consultations, the federal government & the Southwest state government have agreed to pioneer stabilization activities in the Southwest state in Hudur district of the Bakol region. To maximize the impact of activities & to create an added value for the agency’s engagement, our client has developed a longer term integrated offer that will evolve overtime to adapt to changing contextual conditions & is fully embedded into the office strategy. Based on our clients approach to stabilization & in line with the federal & member state governments’ strategies on stabilization, the project will lay the foundation for future development through rehabilitation of basic services such as health, education, water, support to security & strengthening livelihoods to kick start the local economy. In parallel with these interventions, assistance will be provided to support local government, peacebuilding & community cohesion.

Role objectives:
Play a lead role to link the office of the Mayor & the district council of Hudur with our clients office in Mogadishu.
Support the Senior Crisis Coordinator in providing advice to all partners on coordination & on the need for revision of intervention strategies & specific projects.
Provide advice & support to the Mayor & district council of Hudur in the development, implementation & management of specific stabilization projects.
Identify & collaborate to the design & implementation of capacity development support for the Mayor & the district council with a particular focus on improving understanding of stabilization & nexus related approaches.
Identify & implement administrative & financial capacity building support actions.
Identify & resolve project implementation issues as they arise, including issues related to the programmatic & operational capacities of the responsible parties or implementing partners & assists them in revising projects as necessary.
Assist in coordinating the development of joint action plans ensuring their consistency with the approach & agreed objectives.
Coordinate the local project team & works closely with a wide range of partners to ensure that projects undergoing stabilization respond directly to our clients stabilization approach & country program strategy.
Ensure timely & mandated reporting, well structured & adequate to plans, including timely & articulated progress reports.
Identify risks & challenges to ongoing project operations & provide advice to the Senior Crisis Coordinator & our clients country office management on mitigation strategies.
Ensures appropriate levels of visibility & public awareness of results & ongoing activities.
Ensures strict & consistent application of our clients rules & regulations & ensures implementation of clear accountability mechanisms.
In collaboration with the Community Engagement & Mobilization Specialist ensure full engagement of communities in the implementation of stabilization activities.
Participate in internal control mechanisms for compliance with our clients rules & regulations in contracts, assets, procurement, recruitment, etc., as required.
Manage day to day administrative matters with support from administrative staff

Expected output:
Advice has been provided to the Mayor & district council of Hudur in the development, implementation & management of specific stabilization projects.
Identified & implemented administrative & financial capacity building support actions.
Assist joint missions on conflict mapping / need assessment & action plan on ‘collaborative community governance’ at the community & district level with formulation of district reconciliation plans as part of National Reconciliation Framework (NRF).
Coordinated Training Needs Assessment (TNA) for the interim administration / established district councils & assessment of capacity & infrastructure needs of local governments / districts level.
Ensured the sustainability of stabilization & recovery efforts through their integration into provincial & regional stabilization, early recovery & development frameworks & plans.
Contributed to the formulation of relevant documentation for potential resource mobilization opportunities.

Project reporting:
This role reports to the Stabilization Project Manager.

Key competencies:
Master’s Degree or equivalent in International Relations, Public Administration, Economics, Political Sciences, Development Studies, Management, or other related fields.
A minimum of 5 years’ experience in advisory roles in Southwest state.
Experience in managing post conflict & / or emergency context programs / projects (field based), ideally experience in managing stabilization projects.
Work experience in a multicultural environment with sound understanding & capability to empower & develop the capacity of national counterparts.
Background with management of programs / projects in socio economic infrastructures highly desirable.
General understanding of the dynamics in Southwest state of Somalia & specifically Hudur.
Fluent in English & Somali & working level knowledge of local dialect will be advantageous.
