Purpose

Climate change is having a growing impact on the African continent, contributing to food

insecurity, land degradation, population displacement and stress on water resources. However,

many African citizens do not yet connect the multiple challenges they face to the global causes

of climate change. Also, for most governments, climate change is not yet a policy priority.

Partly this is because other crises demand attention: corruption, debt, political instability,

violence and unrest, gender inequality, unemployment, and more recently COVID-19. Climate

change is seen as a topic that can be dealt with later.

In Somalia, Climate variations are also leading to destroyed livelihoods of pastoralist families (85% of pastoralist communities have lost more than 90% of their livestock) and deteriorated pasture lands and humanitarian crises. Food insecurity and lack of access to humanitarian assistance has led to large scale displacement in search of water and pasture lands. According to the Somalia government, there are an estimated 2.6 million people internally displaced across Somalia

The African Activists for Climate Justice (AACJ) Project is a five-year programme funded by

the Dutch Ministry of Foreign Affairs. The programme will be implemented in eight African

countries: Burkina Faso, Ethiopia, Kenya, Nigeria, Mozambique, Senegal, Somalia and South

Africa with the goal of amplifying and uniting the voices in Africa demanding that the most

vulnerable groups- Women, Youth, and local indigenous communities in the target countries

and beyond have capacity to defend and realize their human rights and live a decent and

dignified life in a healthy and sustainable environment, within the context of the climate

emergency.

This mapping aims to identify the actors that are currently working the climate change sector ( south central , Puntland and Somaliland) and strengthen their role, capacity and funding to assume greater participation in decision making spaces and stronger leadership. The mapping also aims to identify potential new candidates interesting in developing into the climate justice movement in Somalia and how to help them increase their knowledge on climate change and influence policies on climate justice.

Key areas for analysis

There are six key groups of stakeholders:

  • Humanitarian actors who recognize their work is in part responding to the climate crisis and who are interested to engage in climate change influencing
  • Youth CSOs and groups who are interested in climate change and recognize that many of the effects of climate crisis are changing the situation for young people e.g., urbanization and livelihood opportunities
  • Women’s Rights Organizations and women groups who are interested in climate change and recognize that many of the effects of climate crisis is affecting women e.g., higher rates of GBV
  • Government departments and parliamentarians who are interested in climate change, climate finance and have a mandate to do so or are keen to integrate climate justice issues into their mandate
  • Individual activists online or offline who are speaking out on climate change and climate justice on or offline, in Somalia or Somali in the diaspora
  • Private sector companies interested in or already engaged on climate change and climate justice

The mapping is being commissioned with the aim of:

1) Identify key civil society, government and private sector stakeholders that are working on climate change and climate justice in Somalia /Somaliland in line with the stakeholder groups outlined above

2) clarify the stakeholders’ interests/goals/objectives and categorize them based on their interest.

3) map where the different stakeholders’ activities are located geographically

4) explore the relationship between the different stakeholders

5) Better understand CSOs capacities and weaknesses as climate justice actors understand partnership structures and their access to funding

6) Identify barriers that limit or exclude CSO, women groups, activists and excluded communities in climate justice in Somalia to connect and build loose/informal alliance

7) Identify possible ways for CSOs, women groups, activist, and indigenous communities to connect, build loose/informal alliance and reinforce their participation in the climate justice in Somalia

8) Identify roadmap and capacity gaps to strengthen activist, CSOs and organization working on climate change and climate justice about their rights and civic space

Required skills for lead researcher

Essential

· Degree political science, social sciences, law, Environmental Science, climate change adaption, international cooperation, etc.in or relevant disciplines.

· 4-5 years Extensive experience in social research including designing and conducting formal and academic research, data collection and analysis.

· Excellent report writing skills.

· Knowledge and understanding of advocacy, awareness raising and aid systems.

· Knowledge of the Somali context

Desirable:

· Knowledge of advocacy on aid systems, gender, and localization agenda

· Familiarity with work of non-profit organizations.

· Interest in qualitative and quantitative results measurement

· Experience in using technology for research

· Knowledge on climate justice
