Background

**

DRC has been providing relief and development services in the Horn of Africa since 1997. Using a human rights framework, the DRC Somalia operations focuses mainly on people who are affected by displacement, including refugees, internally displaced, and migrant.

Danish Demining Group (DDG) is a specialized unit within DRC which implements mine action and armed violence reduction (AVR) programmes. DDG’s mandate is ‘to create a safe environment free from armed violence and the remnants of conflict’, and DDG does this via a programmatic focus on four key sectors: Security Systems Reform, Small Arms and Light Weapons (SALW) management, Mine Action and Conflict Management.

Overall Purpose of the role:

**

The SC Coordinator is responsible for all Supply and Chain (SC) functions in Somalia/L and is not limited to procurement only but also fleet, warehousing, asset and ensuring procedures and compliance issues are followed. Working closely with the rest of the support and program team, the Supply Chain Coordinator, coordinates and work with Supply Chain Specialist in supporting the Supply Chain Manager to run the Country Supply Chain Department.

The position holder report to the Supply Chain Manager.

Responsibilities:

**

ERP DRC Dynamics

Ø Item Master Data – Ensure all items under Purchase Agreement (PA) are shared for approval and release

Ø Vendor Prospects – Ensure all vendors are created in DRC Dynamics following the Somalia MEMO.

Ø Warehouse, sites and locations in Dynamics

Ø Stocks in Dynamics

Ø Fixed Assets in Dynamics

Ø Procurement to pay(P2P) in Dynamics

Enforcing compliance & implementation of DRC/DDG procurement procedures

Ø Ensure adherence to DRC/DDG procurement policies & procedures as detailed in the Operation Handbook (OH)

Ø Ensure strict implementation, enforcement & adherence to the DRC/DDG procurement threshold (Revised Version)

Ø Provide support to Supply Chain Users (HU/LU) in area offices assigned.

Ø Act as the Super user for DRC Dynamics (ERP System) – Supply Chain track to ensure training is cascaded to other users in the area offices for a successful transition to ERP;

Ø Focal point for all preparatory requirements for ERP related preparedness. This includes training, data migration and liaising with the country office for support.

Ø Support Respective field offices in establishment of purchase agreements into account ERP DRC Dynamics guidelines for purchase agreement engagement with the respective offices.

Ø Conduct regular field visits to the respective field offices to ensure ERP DRC Dynamics is well understood and implemented by all the users.

Ø Providing Trainings Support and/or capacity building to the Hus/LUs on DRC Dynamics Supply Chain Module, P2P and other SC Modules

Ø As a SU, act as the lead person to create the vendor prospects in DRC dynamics system

Ø Support GMT on IP creation in dynamics system

Ø Support Hus/LUs on the process & procedures of creating Asset & Warehouse PR on the DRC dynamics system

Ø Support the HUs on supply chain documents archiving in the DRC dynamics system – electronic fillings

Ø Support HUs/LUs on the process & procedures of creating purchase agreements in DRC dynamics

Ø Support the HUs/LUs on PR’s detailing and Business Justifications i.e. Product Name, Item Category & Item Specs (PRs)

Ø Assist the Supply Chain Manager on ITBs and framework agreements

Ø Assist Supply Chain Manager in conducting Supply Chain trainings and workshop.

Ø Consolidate API reports from area offices for onward submission to HoPL.

Ø Responsible for all assets/inventory’s records, verification, updating and coordinate with area logistics teams where needed.

Ø Back stop gap filling in all area offices when needed.

Ø In Liaison with area logistics staff provide necessary information needed for audit purpose.

Ø Country liaison (member of working group) for Assets/Inventories and warehouse on ERP – SCS.

Ø Maintain warehouse records and data of each office in coordination with area logistics staff. Share the stock reports with program/operations team on a monthly basis.

Ø Prepare reports and records in coordination with area logistics staff needed for management or audit purpose.

Reporting

Ø On Routine Basis, visit field offices to monitor supply chain activities progress

Ø Any other duties assigned by the supervisor/Line Manager.

Ø Update API report on a monthly basis.

Education, experience & technical competencies

**

· Bachelor degree in Procurement & Supply chain Management, Bachelor of Business Administration (BBA) or Any related field with 5 years of practice experience.

· Minimum of 4 years’ experience in a similar position with an international organization preferably in INGOs operating in Somalia.

· Hands-on experience/skills in MS Office applications

· Good command of spoken and written English and Somali.

· Excellent organizational skills, self-motivated, proactive and able to accomplish set deadlines.

· Devoted, reliable and dedicated person

· Willing to travel and can work under pressure

· Good computer skills – especially Excel spreadsheets and able to work with Formulas, Power Point and Word.

· Quick in learning new systems

Reporting to: Supply Chain Manager- Somalia/Land.

Duration: 7 Months with Possibility of extension

**

Contract: This position is graded as Band NM – G1 for qualified national staff and the terms of employment will be in accordance with DRC terms for national staff.
