BACKGROUND INFORMATION – PSC

Peace and Security Cluster

The UNOPS Peace and Security Cluster (PSC) is a principal service provider in the field of mine action with the United Nations Mine Action Service (UNMAS), UNDP, UNICEF, Governments of mine-affected countries and other mine action partners.  It is led by the Director, who has overall authority and accountability for the performance PSC on behalf of its clients.  The Director is responsible for administering and providing oversight of the day-to-day management of the Project Field offices, both according to the client requirements and in line with UNOPS rules and regulations.

UNMAS

United Nations Mine Action Service (UNMAS) is a division of the Office of Rule of Law and Security Institutions (OROLSI) in the Department of Peacekeeping Operations (DPKO). UNMAS is mandated by the United Nations General Assembly (RES/68/72) to ensure an effective, proactive and coordinated response to the problem posed by a wide range of explosive hazards. Legislative mandates also recognize UNMAS technical expertise in responding to threats posed by unsecured and unsafe conventional weapons and ammunition stockpiles. As an office within DPKO, UNMAS supports peacekeeping and special political missions in accordance with Security Council mandates.

UNMAS as a component of the United Nations Support Office in Somalia (UNSOS) provides explosive hazard management capacities, including mitigation, to AMISOM as part of a logistical support package. Non-lethal tactical advice and analysis is delivered by UNMAS technical advisors located in each AMISOM Sector Headquarters and at AMISOM Force Headquarters, who support AMISOM planning and operations. UNMAS support includes both enabling (“operate in spite of IEDs”) and response (“defeat the device”). As a component of the UN Mission in Somalia (UNSOM) UNMAS also supports the Federal Government of Somalia, including the Somali Police Force, Somali Explosive Management Authority and National Security Advisor.

FUNCTIONAL RESPONSIBILITIES

The Support Services Associate reports to the Logistics and Asset Management Analyst. His/Her duties and responsibilities include:

  • Supervise the shipment of all Program and Contractor assets, following RIR protocol and liaising closely with external organizations to ensure accurate deliveries and records;
  • Supervise the monitoring and updating of the computerized inventory; cross-checking with physical verification;
  • Prepare reports and correspondence as needed;
  • Receipt and inspection of all delivered assets from contractors, suppliers in conjunction with the Logistics Assistant and under the supervision of the Logistics and Asset management Analyst;
  • Manage inspection of all stores and equipment for correct quantity, quality, damage, completeness, and serviceability, with direction from Logistics and Asset management Analyst;
  • Ensure all stored assets are securely kept, protected from elements, well-organized, and properly accounted for;
  • Manage stock take of stores on a monthly basis or whenever requested by the Logistics and Asset management Analyst;
  • Manage the asset database to ensure all items are correctly recorded against the correct project number and the correct documentation is supported for each item;
  • Responsible for asset and inventory management of all the expendable and non-expendable items under each project in order to maintain accurate records for accountability as well as handover of equipment when appropriate;
  • Ensure the registration of assets, non-expendable property and equipment for office is established and maintained/updated on an ongoing basis and the asset lists are updated monthly;
  • Ensure weekly reports are submitted to Logistics and Asset management Analyst;
  • Provide overall management, tracking, maintenance and reporting of assets and non-expendable property and equipment and ensure that physical verification of assets and equipment is performed on a regular schedule;
  • Ensure any discrepancies are fully investigated and resolved using the Loss and Damage process;
  • Assist Supervisor with preparation of assets reports, tables, and charts etc;
  • Implement and maintain sound asset management and inventory control system in accordance with UNOPS Asset Management policy;
  • Apply technical skills and knowledge in formatting and presentations, ensuring appropriate presentation style and accuracy of information;
  • Supervise and manage the logistics and Asset Management Assistants;
  • Other tasks assigned by the supervisor or Head of Unit.

EDUCATION/EXPERIENCE/LANGUAGE REQUIREMENTS

Education:

  • First Level University Degree (Bachelor Degree or equivalent) with two years of relevant experience; OR
  • High School (Secondary or equivalent) with six years of relevant experience is required.

 Experience:

  • Relevant experience is defined as experience working in Logistics, Asset Management, Cargo Management, Supply Chain Management or Support Services.
  • Computer Literacy is required.

Language:

  • Fluency in English (speaking, writing, and reading) is required.
  • Fluency in Somali (speaking, writing and reading) is required.

Contract type: Local Individual Contractor
Contract level: LICA-6 (ICS6)
Contract duration: Open-ended, subject to organizational requirements, availability of funds and satisfactory performance.
