Background Information – PSC

Peace and Security Cluster

The UNOPS Peace and Security Cluster (PSC) is a principal service provider in the field of mine action with the United Nations Mine Action Service (UNMAS), UNDP, UNICEF, Governments of mine-affected countries and other mine action partners. It is led by the Director, who has overall authority and accountability for the performance PSC on behalf of its clients. The Director is responsible for administering and providing oversight of the day-to-day management of the Project Field offices, both according to the client requirements and in line with UNOPS rules and regulations.

UNMAS

United Nations Mine Action Service (UNMAS) is a division of the Office of Rule of Law and Security Institutions (OROLSI) in the Department of Peacekeeping Operations (DPKO). UNMAS is mandated by the United Nations General Assembly (RES/68/72) to ensure an effective, proactive and coordinated response to the problem posed by a wide range of explosive hazards. Legislative mandates also recognize UNMAS technical expertise in responding to threats posed by unsecured and unsafe conventional weapons and ammunition stockpiles. As an office within DPKO, UNMAS supports peacekeeping and special political missions in accordance with Security Council mandates.

UNMAS as a component of the United Nations Support Office in Somalia (UNSOS) provides explosive hazard management capacities, including mitigation, to ATMIS as part of a logistical support package. Non-lethal tactical advice and analysis are delivered by UNMAS technical advisors located in each ATMIS Sector Headquarters and at ATMIS Force Headquarters, who support ATMIS planning and operations. UNMAS support includes both enabling (“operate in spite of IEDs”) and response (“defeat the device”). As a component of the UN Mission in Somalia (UNSOM) UNMAS also supports the Federal Government of Somalia, including the Somali Police Force, Somali Explosive Management Authority and National Security Advisor.

Functional Responsibilities

The Support Services (Logistics Management) Senior Associate reports to the Logistics and Asset Management Analyst as his/her direct supervisor. He / her Duties and Responsibilities include:

    •  Supervise the shipment of all Program and Contractor assets, following RIR protocol and liaising closely with external organizations to ensure accurate deliveries and records.
    •  Advise requestors to avail technical experts to inspect newly arrived shipments to ensure correct goods are received in serviceable condition.
    •  Ensure that all incoming shipments RIRs are classified into their relevant projects and advise the asset management assistants for asset database recording.
    •  Liaising with the Procurement Unit for purchase orders, shipping documentation and waybills to ensure a smooth customs clearance process.
    •  Prepare logistics and assets reports and correspondence as needed.

 

 

    •  Supervise the receipt and inspection of all delivered assets from contractors, suppliers in conjunction with the Logistics Assistant and under the supervision of the Logistics and Asset management Analyst.
    •  Prepare customs clearance for air, road and sea shipments arriving in Somalia for Mine Action Somalia Program.
    •  Liaise with respective ministries/custom clearance contractor to get clearance letters and approvals on time before arrival of shipment in country.
    •  Ensure timely receipt of clearance letters from ministries and delivery of goods.
    •  Arrange transport of goods from the airport and seaport to Mine Action Somalia camp in Mogadishu International Airport, Somalia.
    •  Maintain the Logistics shared drive and ensure RIRs, CMRs, ROUs, HOV and POs are uploaded and submit Weekly reports to Logistics and Asset management Analyst.
    •  Provide overall management, tracking, maintenance and reporting of assets and non-expendable property and equipment and ensure that physical verification of assets and equipment is performed on a regular schedule.
    •  Lead yearly assets verification exercise and compile list of all verified and unverified assets and share with Logistics and Asset management Analyst.

 

 

  •  Assist the Supervisor with preparation of logistics and assets reports, tables, and charts etc;
  •  Implement and maintain sound logistics, asset management and inventory control system in accordance with UNOPS Asset Management policy.
  •  Apply technical skills and knowledge in formatting and presentations, ensuring appropriate presentation style and accuracy of information.
  •  Supervise and manage the logistics and Asset Management Assistants.
  •  Assist in the Asset verification exercise carried out on regular basis and upon request from the Logistics and Asset Management Analyst.
  •  Other tasks assigned by the immediate supervisor or Head of Unit.

● A first level University degree (Bachelor’s Degree or equivalent) with a minimum of three year of relevant experience is required; OR

● High School (Secondary or equivalent) with minimum seven years of relevant experience is required.

Experience

  •  Relevant experience is defined as experience working in Asset Management, Logistics area, Supply Chain Management or Support Services.
  •  Computer Literacy is required.

Language

  •  Fluency in English (speaking, writing, and reading) is required.
  •  Fluency in Somali (speaking, writing and reading) is required.
