Background:

DRC has been providing relief and development services in the Horn of Africa since 1997. Using a human rights framework, the DRC Somalia operations focuses mainly on people who are affected by displacement, including refugees, internally displaced, and migrant.

Danish Demining Group (DDG) is a specialized unit within DRC which implements mine action and armed violence reduction (AVR) programmes. DDG’s mandate is ‘to create a safe environment free from armed violence and the remnants of conflict’, and DDG does this via a programmatic focus on four key sectors: Security Systems Reform, Small Arms and Light Weapons (SALW) management, Mine Action and Conflict Management.

Overall purpose of the role:

Under the supervision of Area Managers (AM), the safety team leader will be responsible in developing, implementing and evaluating procedures that support the safe and efficient delivery of program activities in Southwest State especially in all areas of operation including current locations in Baidoa, Hudur and Wajid.

Responsibilities:

  • Act as the local safety focal point for co-ordination and safety related information sharing between the relevant actors within the area of operations.
  • Liaise with the local authorities in the areas of operation to facilitate relationship and ensure smooth implementation of DRC/DDG programmes
  • Collect, analyze and report safety information that affects, or may affect, DRC/DDG operations.
  • Provide safety briefings to all DRC/DDG staff coming to Baidoa
  • Assist the Country Safety Coordinator in safety training and on other operational procedures as required for support and program staff
  • Liaise with the Security Providers Team leaders with regards to the armed guards providing armed protection at the DRC/DDG office.
  • Maintain the safety integrity of the office and guesthouse compound
  • Account for the safety communications equipment (VHF, mobile and Thuraya)
  • Assist the Area Manager in maintaining the SMS alert system.
  • Ensure Health and Safety measures are in place and working (e.g. firefighting equipment, alarms, first aid equipment etc)
  • Monitor staff movements during the working day
  • Maintain hibernation stores
  • Coordinate DRC/DDG international staff movement, such as airport pick up, drop offs and field trips
  • Prepare monthly safety report and weekly situation report
  • Prepare the Monthly MOSS Audit for DRC offices and Guesthouses in the area of operations.
  • Prepare Monthly Safety Improvement Plan and share with the DRC/DDG Area Manager and country safety team for MOSS upgrading.
  • Keep and update LSR, pre-arrival briefing documents for Baidoa, Hudur and Waajid and develop the needed documents for other possible expansion and share with CSC and AM for review.
  • Prepare SOP for staff traveling in and out of main towns, indicating preparation, approvals, communication during travel
  • Prepare Communication tree for area of operation and train with staff in practices.
  • Prepare and send monthly/weekly Sitrep and share with country safety team and Area Manager
  • Perform other related duties as required by the Area Manager (AM)

Experience, education and technical competencie:

  • At least 4 years of experience working with NGOs and/or other international agencies as security/safety focal point.
  • University graduate in social science or any other related field especially Diploma in safety and security management and other relevant specialized training in security is an advantag
  • Familiar with computers, Outlook, Excel and MS Word
  • Proven man management skills
  • Previous guard management experience
  • Previous administrative experience
  • Excellent communication skills, calm and a good sense of humor
  • Fluent in written and spoken English and Somali
  • Proven commitment to accountability practices.
  • Proven ability to prioritize tasks and meet deadlines
  • Ability to manage budgets
  • Familiar with VHF radios and ThurayaFluent in written and spoken English and Somali languages.
  • Firefighting skills
  • First Aid Trained
  • Trainer/Instructor/Mentor

Languages:
•Strong proficiency in English, both written and spoken.
•Fluency in spoken and written Somali is required.

Conditions

Availability: 1st January 2020
Duty station: Baidoa
Reporting to: Area Manager.

Duration: 12 months.
