Length of employment: Short term.

The GPE ESPIG project is seeking to recruit two Technical Advisors for Teacher Training and Professional Development based Mogadishu(1) and Kismayo (1) . He/she will work very closely with the MOECHE of the Federal Government of Somalia, Jubaland State of Somalia, Galmudug, Hirshabelle and Southwest States of Somalia, and with Concern Worldwide as sub-contractor. Reporting to Program Manager, the TAs will ensure successful implementation of a blended teaching training and coaching aimed at improving quality of teaching and learning at primary education. This includes ensuring that there is a well-structured delivery of in-service training, regular supervision of trainee teachers that contributes to effective instruction delivery and assessment of and for learning. He/she will support coordination efforts among different stakeholders directly involved in teacher training and professional development to improve teaching quality. **

Roles & responsibilities

Result Area 1: Technical Support for Inservice Teacher Training delivery by MOECHE and FMS MOEs (55%)

· Support the ministry (s) of education in ensuring the delivery of the approved teacher training curriculum by Teacher Training Institutes (TTIs).

· Support the work of the existing Teacher Training Working Group (TTWG) by setting up a plan for improving teacher training and support, ensuring alignment of teacher training and support with the Teacher Training Framework and the Teacher Education and Training Policy, and building networks among those providing support to teachers.

· Provide mentorship and coaching support to Federal and Member States Education staff supporting the TTIs to promote capacity building in teacher performance monitoring and supervision.

Result Area 2: Support the delivery of blended approach Inservice teacher training by TTIs (40%)

· Support the rollout of the in-service teacher training in all 5 TTIs in the 4 states and Banadir regional administration.

· Ensure the program beneficiaries attend the face-to-face sessions and remote learning is supported by the TTIs.

· All teacher trainers based at TTIs and teacher trainees are conversant and compliant with safeguarding and child protection policy guidelines and teacher’s code of conduct.

· Support the TTIs and Teacher training unit at the MOEs prepare effective teacher support and coaching tools to appraise teachers, to provide targeted feedback, and to ensure their pedagogical and classroom management skills are enhanced.

Result Area3: Any other duties as may be assigned (5%)

· Perform other duties as may be assigned from time to time by the GPE ESPIG PMU and Program Manager.**

Required Qualifications

Requirements:

· Post graduate degree in Education or in a relevant field.

· Minimum of seven years’ experience working in Somalia or in the Horn of Africa and a good understanding of sound education programming principles.

· Experience working in primary education with focus on teacher development.

· Experience in virtual and/or remote teacher training approaches.

· Experience developing teacher training materials aligned with national curriculum and Assessments.

· Facilitation and training skills including facilitation of participatory program development and capacity building

· Strong ability to design, implement and monitor education programs.

· Excellent verbal and written English and Somali language skills, particularly communication and presentation skills for diverse audiences.

· Ability to establish and maintain effective partnerships and working relationships with Ministries of Education both federal and states, donors, and other development partners.

· Good interpersonal and cross‐cultural skills.

· Computer proficiency (including word processing, spreadsheets).

· Willingness and experience to work independently in politically unstable security situations in security sensitive areas.

· Knowledge of Somalia, its culture and political background.

Working Conditions

These are in Mogadishu and Kismayo with frequent travel to project sites depending on security conditions.
