Terms of reference for the development for Non-Formal Education Curriculum (Level 3 & 4) for the Puntland State of Somalia

1. About CARE International

CARE is a leading humanitarian organization fighting global poverty and providing lifesaving assistance in emergencies. Its programs go beyond meeting basic needs at the onset of an emergency to helping affected communities recover and rebuild their lives long after the crisis ends. CARE has been assisting communities in Somalia since 1981. CARE works in partnership with the government, international NGOs, civil society, leaders, and local authorities in order to bring effective and lasting change to the most vulnerable communities. CARE currently works through three main programs: firstly, the Rural Women program, which supports poor, rural women and girls in addressing long term underlying causes of poverty and vulnerability as well as social, cultural, political, and economic obstacles towards positive change. We help women and girls improve their economic status, access education and support them to play a more significant role in local leadership and conflict resolution. Secondly, the Urban Youth program focuses on job creation and livelihood opportunities for poor youth through interventions such as secondary education, vocational training, small business development, and microfinance. Thirdly, the Emergency program provides direct humanitarian relief to victims of drought and conflict in Puntland, Mogadishu, Lower Juba, and Galmudug state.

1.1. About Waxbarashadu Waa Iftiin III – Education is light

Waxbarashadu Waa Iftiin III – Education is light CARE Somali is a project implemented by a consortium of partners (CARE and Save the Children) in collaboration with the Puntland Ministry of Education and funded by the European Union. The overall objective of this project is to improve the educational attainment and the employability of relevant target groups, contributing to poverty reduction within an increasingly peaceful, secure, and democratic Somalia. The specific objective aims to consolidate and expand; (i) Equitable and inclusive quality education for Somali children, youth and adults, and (ii) vocational training opportunities for Somali youth and adults. Both the overall objective and the specific objective will be realized through two results: (1) Increased access to quality education and training for all children, youth and adults including vulnerable groups, and (2) Strengthened public systems for effective education service delivery’. The project will be implemented in Bari, Cayn, Gardafuu, Hayland, Karkaar, Mudug, Nugal, Sanaag and Sool regions

The project results are as follows;

Result 1: Increased access to quality education and training for all children, youth and adults including vulnerable groups

Result 2: Strengthened public systems for effective education service delivery.

An essential activity under result 2 is the development of the NFE curriculum for levels 3 & 4. This is informed by the fact that every NFE center uses different curriculum available hence the need for standardized NFE curriculum to improve the provision of quality NFE in Puntland. The previous Action, funded under ESDP II, supported the development of the NFE curriculum for Levels 1 & 2, which was adopted. Under this activity, the MoEHE will be responsible for mobilizing all members of the Education Sector Committee in Puntland in identifying a qualified consultant to guide in the process of completing and validating the NFE curriculum for Levels 3 & 4. The consultant will be supervised and supported by MOEHE technical advisors

2. Scope of the assignment

The consultant shall ensure the completion of the development of the non-formal education curriculum in accordance with the terms and conditions of this consultancy contract. The consultant will work closely with CARE and MOEHE in all aspects of the consultancy – including planning, consultations, and writing of the curriculum – for purposes of meeting the required minimum quality standards. The consultant will work closely with the MOEHE technical advisors, Non-Formal Education staff at the Center, and the decentralized levels (REOs, DEOs).

2.1. Expected Outcome

Inclusive and standardized NFE curriculum for levels 3 & 4 that improves the transition and completion of NFE learners to formal education and also enhancement of the access and quality of NFE education across Puntland.

2.2. General Objective

The overall objective of the consultancy assignment is to develop a standardized NFE curriculum for levels 3 & 4 in order to improve the provision of quality NFE in Puntland. The completion of the NFE curriculum levels will ensure fully-fledged NFE implementation for the benefit of the learners.

2.3. Specific Objective

The development of the Non-Formal Education Curriculum will ensure NFE centers use a standardized NFE curriculum for levels 3 & 4 for better and quality NFE in Puntland. Below are some of the specific objectives of the assignment.

a) Conduct extensive literature review and study existing documents related to Non-Formal Education Curriculum levels 3 & 4 in Puntland, including policy and strategy documents.

b) Study the NFE curriculum used by neighboring countries like Ethiopia and Uganda to ensure that the curriculum under development meets International and regional standards.

c) Work closely with the Non-Formal Education and Quality Assurance and other intervening INGOs.

d) Lead and guide the curriculum task panels at field level selected by MOE&HE and development partners drawn from public and private, MOE-HE Directorates. The panels will be moderated and facilitated by Regional subject experts.

e) Identify long service teachers (panel experts) as subject panels leads at the local of residence or Institution, ensuring that CVs of experts are shared, including evidence of having been a teacher’s/NFE teachers in the subject area.

f) Lead curriculum debriefing after fieldwork and validation workshop; and incorporate all inputs and comments from the task force, stakeholders, consortium, and sponsoring agency.

g) To develop a curriculum for the non-formal education sub-sector of Puntland. This includes validation at the Education Sector Committee (ESC) of Puntland.

h) To translate the NFE curriculum into Somalia language and proofread to ensure errors and omissions are eliminated

i) To support the dissemination of curriculum through short-term regional workshops facilitated by the staffs of the NFE department of MOEHE headquarters

j) To provide training to MoEHE staff at the decentralized levels (REOs, DEOs) on the new curriculum in order to ensure frontline officers have skills to supervise the implementation in the NFE centers.

k) To provide training to NFE teachers on the new curriculum in order to ensure smooth implementation in NFE centers.

3. Duties and responsibilities:

The duties and responsibilities of the consultant will include the following:

a) Prepare an inception report detailing methodologies and work plan with a timeline when the activity will be completed.

b) Consult widely with key stakeholders to ensure the relevance and appropriateness of the curriculum.

c) Translate the curriculum and guidelines into Somalia language and proofread to ensure errors and omissions are eliminated

d) Submit the draft version of the Curriculum to CARE Puntland and Puntland MOEHE within the stipulated timeframe

e) Progress discussions through validation workshop to collect feedback from key stakeholders for consideration into the final document. This should also include input from the Education Sector Committee.

f) Submit the final version of the NFE curriculum to CARE Puntland and Puntland MOEHE at the meeting;

g) Organize short-term regional workshops to provide to train MoEHE officials, and NFE teaches on the new curriculum in the various regions.

4. Deliverables/Outputs of the Consultancy Assignment

Overall, the consultant will be expected to deliver the following to CARE Puntland and Puntland MOEHE in soft and hard copies

a) An inception report detailing methodologies, development tools, and timeline

b) A draft version of the developed non-formal education curriculum levels 3 and 4

c) Final versions of the developed non-formal education curriculum for levels 3 and 4

d) Training reports for the short-term regional workshops organized to train MoEHE officials and NFE teachers.

5. Evaluation

The contract will be awarded based on the consultant’s past experience conducting similar assignments and their proposed budgets. The award committee set for this activity, and which comprise of CARE and MoEHE, will determine the suitability of the consultant for the tasks assigned.

6. Expected Time Frame for the Consultancy Assignment

The duration of the contract will be 21 days from the date of signing the agreement. Only one consultant will be engaged to carry out the assignment.

7. Skills Required of the Consultant

a) Masters degree in Education, educational planning and curriculum development with at least 3 years of relevant experience in a developing country

b) Degree in Education, instructional planning and curriculum development. A master’s degree IN Education development is preferred.

c) Experience in developing curriculums, especially for the Non Formal education system. Knowledge and understanding of the education system in Puntland and in particular, Non Formal Education is an advantage

d) Excellent communication and translation skills.

e) Experience of working with multiple stakeholders.

8. Terms of Payment

The consultant will develop the NFE Curriculum for Puntland Schools, levels 3 and 4 within a period of 21 days. The consultants’ fees are milestone-based and shall be structured in the following manner.

a) First Installment: Upon delivery of the draft version of the Non-Formal Curriculum to CARE Puntland and Puntland MOEHE in soft and hard copies

b) Second Installment: Upon delivery of the final and translated versions of the curriculum to CARE Puntland and Puntland MOEHE in soft and hard copies

c) Final Payment: Satisfactory delivery of training for MoEHE officials and NFE teachers evidenced by reports
