Senior Gender and Human Right specialist Advisor -Hirshabelle State of Somalia
Duty station: Jowhar-Hirshabelle State of Somalia.
Reporting to: Director General Ministry of Human Rights and Women- Hirshabelle State of Somalia
Type of assignment: Secondment
Duration: 1 year with a possibility of Extension subject to performance and availability of funds
Background

The Advisor position aims to support the Hirshabelle State of Somalia by providing high-level, on-demand advise on Human rights and Gender Equality and technical assistance to the Member States, and the Federal Government of Somalia as outlined in these Terms of Reference (TOR).

The overall objective of this role is to assist the Hirshabelle States of Somalia with implementation process of the Human rights and Gender Equality programs, within the scope of the assignment, the Advisor is expected to provide the following outputs:
· Review of relevant regulations, guidelines and activities aimed at observation of Human rights and Gender Equality within the Hirshabelle States and Somalia as whole as well as the foreseeable challenges
· Provide support to develop regulations and ongoing institutional activities aimed at human rights and gender equality observations in Hirshabelle State, monitor, report, attempt to redress violations of the human rights and gender equality and domestic human rights mechanisms and regulations in timely manner.
· Consult with national/regional women’s human rights and gender equality networks and develop strategic steps to address gender equality and women’s human rights within economic, social and environmental spheres—including cross-sectorial themes, and that reflect the Women’s Major Group’s views on progress made, outline obstacles and constraints to implementation, and identify new challenges to be met to expedite implementation
· Assist the Hirshabelle Sates establish mechanisms for monitoring and evaluating of the realization of human rights and gender equality strategy and implementation of the plan of action in order to ensure sustainability of human rights and gender equality efforts
· Report on the assessment of the extent to Human rights and Gender Equality within the Hirshabelle States that are characterized by equality, universality, political pluralism, confidence, transparency and accountability
Experience:
· Experience advocating for women’s human rights, gender equality and/or economic, social and sustainable development in relevant global and/or regional policy processes
· Demonstrated (net)working relationships with national, regional or global organizations or networks involved in women’s human rights and gender equality.
· Familiarity with relevant regulations, guidelines and activities aimed at observation of Human rights and Gender Equality violations
· Relevant expertise in gender equality, women’s human rights, economic, social and sustainable development and/or related thematic issues.
Coordination:
· Identify the needs, gaps and risks that require interventions with respect Human rights and Gender Equality
· Coordinate Regular meetings with the Hirshabelle State leaders both in Jowhar and at the regional level with respect to Human rights and Gender Equality.
· Strategic engagements with the international partners on Human rights and Gender Equality efforts.
Analysis:
· Compiling analytical report on the Human rights and Gender Equality efforts in the region, and, as developments occur, communicating with the president on a monthly basis.
Qualifications and Experience
· Master’s degree in Gender or development studies
· At least 5 years of professional experience in fragile or conflict affected countries on gender related issues.
· Previous experience working in Gender and Human Right in Hirshabelle State of Somalia
· Solid experience in the development of gender policies, research and analysis and training development.
· Experience in working with and providing policy and technical advice to high ranking officials preferably Somali Government institutions.
· In-depth knowledge and understanding of Gender issues in patriarchal societies obtained through direct work experience in conflict affected areas.
· Excellent analytical skills, ability to synthesize and clearly present complex processes and issues.
· Ability to translate strategic thinking and innovative ideas into practical operational recommendations
· Capacity to create synergies and coordinate multiple programs and projects simultaneously.
· Ability to meet tight deadlines and work independently without supervision.
· Excellent interpersonal and communications including oral, written, and negotiating skills.
· Specific experience in carrying out the functions and tasks described in this ToR.
Language
· Fluency in English both written and oral (Advanced level) speaks and writes clearly and effectively; listens to others, correctly interprets messages from others and responds**
· Fluency in Somali is an asset (Native or advanced Level)
Reporting
· The Gender and Human Right specialist Advisor will direct report to the Director General of Ministry of Women & Human Right of Development of Hirshabelle State of Somalia.
