  1. Introduction

CARE is an international humanitarian organization fighting global poverty and providing lifesaving assistance in emergencies. CARE and its partners work with vulnerable communities to address the underlying causes of poverty and promote peace and development, as well as mitigating suffering caused by drought, conflict and displacement. CARE International distinguishes the importance of building local capacities for sustainable change, and to this end, we desire to create a pool of young talented individuals to be engaged as enumerators in conducting community-level assessments and surveys. With this background, CARE International invites qualified enumerators with the desire to provide the above-stated service to apply.

2. Objective

The primary objective is to get qualified enumerators to support in undertaking assessments, surveys and routing data collection activities initiated by CARE International in all regions of Somalia/ Somaliland. The main tasks that enumerators will be responsible are the data collection of all facets of assessments, including rapid needs assessment, PDMs, KAP surveys, Baseline surveys, Mid-Term Reviews and Final evaluations. Hence, CARE will recruit experienced local researchers (data collectors) to undertake both quantitative and qualitative data collection with highest quality measures.

  1. Duties and Responsibilities:

o Through training, develop sufficient comprehension of the programs, research protocol, ethical requirements, the study population and the study tools.

o Work with project teams to mobilize communities for interviews and discussions.

o Collect data by using structured interviews with the sampled respondents and service providers using pre-developed questionnaires.

o Facilitate qualitative interviews – Key informant Interviews (KIIs) and Focus Group Discussion (FGDs).

  • Ensure completeness of forms for accuracy and consistency after the data collection.
  • Ensure data quality and sampling protocols by accurately and strictly following the guide/survey tools used for the specific data collection.

o Ensure proper and accurate transcription of information gathered through interviews and Focus Group Discussion (FGDs).

o Ensure to collect accurate and the quality data by reviewing and editing the collected data by checking of all intentional and unintentional errors daily.

o Maintain effective teamwork and excellent communication with both the team leader and all other data collectors during fieldwork.

o Maintain effective communication with key staff to provide an update on the progress and challenges in the field and seek guidance on the way forward.

o o Participate in data quality check exercises soon after data collection and have a close look at missing and error reported data.

o Ensuring that the on-going daily reporting on data collection progress for the research are kept up-to-date.

o Hand in assignments as instructed by the team leader and any other notes on observations made during the interviews.

o Report all the problems encountered by the team leader and during the debriefing sessions.

o Represent DSRIS professionally and correctly for the assignments in all the target districts

  1. Skills and Qualification

o At least a diploma or degree in any of the relevant fields of public health, nurse, social sciences, education, statistics, economics, and development studies, monitoring and evaluation

o Prior experience in conducting field research work using participatory approaches in different locations in the country is essential.

o He/she must be a Somali national and willing to travel to the different regions of Somalia/Somaliland.

o Prior experience in interviewing and facilitating FDGs (Focus Group Discussions) and in-depth interviews

o Must have considerable knowledge of the Somali culture and context

o Excellent knowledge of English and Somali (Essential).

o Displays exemplary positive behaviours for consistency, predictability and reliability at work to complete assignments and meet deadlines.

o Extensive knowledge of word processing and spreadsheet software (Word, Excel).

o Experience and knowledge on mobile data collection (Kobo Collect, ODK, Survey123, ONA, SMAP etc.)

5. Required skills

Objectivity: Ability to collect and gather information in an objective way

Listening: With the ability to actively listen and capture the exact response from respondents.

Accuracy: Must have the ability to interpret and record responses appropriately without distorting the respondent’s meaning or confusing the reader.

Communication: confidently and professionally expresses self, able to ask questions and help the respondent understand what is needed from her/him.

Honesty: Show a high level of integrity and will not fabricate responses or misrepresent the program.

Relationship building: Should build trust with people in rural areas and ensure confidentiality.

Cultural Awareness: Must be aware of and sensitive to the cultural expectations of communities in Somalia/Somaliland.

Endurance: Must be able to work for full-day working hours in the field across a number of days.

Team player: Have the ability to work with a diverse team

  1. Deliverables:

o Submit clean and completed data collection forms.

o Collect clean and completed data screening during data entry.

o Clearly and well-written notes from KIIs and FGDs.

o Complete translation of English to Somali and Vis Versa.

o Field data collection summary report clearly highlighting challenges, learning and recommendations.

  1. Scope of Work and working conditions:

The selected Enumerators will work in CARE Somalia/Somaliland Operations and will primarily be based in her/his region of residence. However, s/he may be required to make frequent travels within Puntland regions preferably the below regions.

Garowe, Bosaso, Badhan, Galkayo (North), and Galdogob

If successful, the engagements will be based on a “need for work” basis and remuneration will be paid based on the tasks carried out. The enumerator may not work or be reimbursed for days beyond the maximum approved work/travel days without prior written approval from the study manager.

8. Time Frame

The selected enumerators will be active from September February 2020 to January 2021 depending on their performance and decision of CARE’s management.
