1.0: Introduction

Action Africa Help International (AAH-I) is a regional not for profit humanitarian and development organization with a mission of improving the quality of life of livelihood challenged communities. AAH-I has country Programs in Kenya, Somalia, South Sudan, Uganda, Zambia, Djibouti and Ethiopia. AAH-Kenya, an affiliate Country Program of AAH-I, addresses development challenges in partnership with marginalized communities in Arid and Semi-arid areas (ASALs) and low income urban and rural settings. AAH-Somalia supports livelihood improvement for vulnerable households in Elwak district-Gedo region,Somalia.

2.0: Consultancy background

Elwak, (“Ceelwaaq” as it is known in Somali) is a divided town on the Somalia-Kenya border. The Somali portion is located in the southwestern Gedo region, where it is the seat of one of the region’s seven districts. Most of the local population are pastoralists, and also engage in small business and trade. The area main sources of livelihoods are in camels, cows, sheep and goats.

The worsening dry conditions have resulted in deteriorating pasture and water availability for crop and livestock production, compounding an already fragile humanitarian situation. Critical water shortages and a rapid decline in the remaining water reservoirs continue to impact on the livelihood of the communities in Elwak District. The main water sources are permanent shallow wells, seasonal rain fed water catchments, boreholes and rain harvest water mainly among the better off and middle households who can afford a storage facility.

Access to latrines has been a major challenge to the residents of Gedo region. There are few toilets in few households who have the financial capacity to construct one. The rest of the households often practice open defecation, a health hazard resulting from water-borne related diseases such as acute watery diarrhoea (AWD), which thrive in poor hygiene. There is need to identify the gaps for sanitation facilities in the target villages based on low proportion of households who had access to a toilet facility. AAH-I designed the programme to provide various trainings and capacity building activities in improving sanitation through Community Led Total Solutions (CLTS). CLTS which aimed to trigger self-realisation among community members that they need to change their own behaviours in relation to open defecation and its impact at community level in terms of prevalence of water-borne related diseases.

AAHI intends to partner with the Council of Elders, the Local Administration and the Department of Environment in creating awareness on hygiene and sanitation through community led total sanitation (CLTS) in Deka and Barwaqo villages in Elwak district,Gedo region-Somalia. The CLTS approach prioritizes behavioural change beyond mere toilet construction. Emphasis is placed on community mobilization instead of individual households, in order to create open defecation-free villages. CLTS is based on stimulating a collective sense of disgust and shame among community members as they confront facts about mass open defecation and its negative impacts on the community.

3.0: Purpose and objective of the consultancy

The purpose of this consultancy is to establish a baseline (reference value) on Knowledge Attitudes and Practice (KAP) of the of the target households living in Barwaqo and Deka villages on hygiene and sanitation that will inform improved behavioral change. This will be achieved through but not limited to the following objectives:

  1. Identify the current knowledge levels and attitudes of people in the two areas on hygiene and sanitation
  2. Define the current practices on hygiene and sanitation
  3. Quantify and describe the current social, cultural and religious norms associated with hygiene and sanitation among the communities living in Barwaqo and Deka Villages
  4. Suggest an intervention or strategy that reflects specific local circumstances and the cultural factors that influence them

4.0: Scope and expected outputs/ deliverables

The scope for this assignment will include the design and implementation of the KAP survey. The survey will target women, men, children and youth in the two villages. The assignment will entail detailed literature review, primary data collection (both qualitative and quantitative) to reach at least 80 households, data analysis and development of the consultancy report.

5.0: Required Qualifications, competencies and Skills

The applicant should possess the following;

  1. Proven background and experience in conducting KAP surveys and reviews of livelihood projects
  2. A degree in public health, epidemiology, nutrition, or a degree in general medicine. Master’s degree in any health related field would be an added advantage
  3. Extensive experience in measuring social behaviors, knowledge, attitudes in a pastoral context
  4. The consultant must have demonstrated consultancy track record and be recognized as seasoned professional in conducting surveys with a high degree of proficiency.
  5. Previous consultancy experience working with pastoralists, community of varied vulnerability with non-profit organization, for profit organizations and private public partnerships.
  6. Good technical expertise in formulation of adaptation projects, strategies, resources / financing mechanism for adaptation projects and an understanding of the climate resilient policies in Kenya
  7. Extensive Statistic data analysis, display and interpretation skills
  8. Excellent report writing skills and communication skills
  9. Ability to present ideas and concepts to various audiences
  10. Must be able to commit their time fully throughout the consultancy period
  11. Must be able to travel in all the project areas with varied terrain and work on tight schedules.
  12. Fluent in Kiswahili and English, understanding of local language will be an added advantage.

6.0: Bid requirements

Firms /Consultant(s) that meet the requirements should submit an expression of interest (maximum of 5 pages) including on or before 17th March, 2020 which should include the following:

  1. A suitability statement, including commitment to be available for the entire assignment.
  2. A brief statement on the understanding of the terms of reference, proposed assessment methodology and approach and a detailed work plan.
  3. A detailed financial proposal, including daily cost.
  4. Updated resume of key consultants that clearly spells out qualifications and experience.
  5. Contacts of 3 organizations that have recently (but preferably in the last 2 years) contracted the firm/consultant(s) to carry out relevant research/survey or related work.
  6. If it’s a firm, must be registered within the laws of the practicing country.
