About the Ministry of Energy and Water Resources, Federal Government of Somalia

The Ministry of Energy and Water Resources, Federal Government of Somalia (MoE&WR) is preparing a National Water Policy. At present, water law is with parliament without a national policy and there is a need to draft regulations and monitor the implementation, without this, it will result in irregular and unpredictable water management. There is a need for the government to enact water legislation of sufficiently wide range scope to lay down clearly its policy objectives, provide water management guidelines and set out the responsibilities of the various institutions that comprise the water management structure. To promote the rational management of Somalia’s water resources, a long-term policy plan should be prepared for the optimum development, use, conservation and protection of surface and groundwater. There is a need to have National Water Policy Document. Sustainable development and protection of natural resources, especially water resources is essential to promote and develop national water policy and strategy in Somalia and will require coordination among relevant institution responsible. At moment the policy level responsibilities in the water sector is divided in to different institutions. The Ministry of Energy and Water resources became responsible for water resources, hydro-power and dams but responsibility for rural water supply and water quality monitoring and surveillance remain unclear. Environmental health department under the Ministry of Human Development and Public Services is responsible for public health but none of the ministries is directly responsible for sanitation. Therefore, the Ministry of Energy and Water Resources, Department of water resources as the lead agency of water resource management to develop national water policy and strategy is to strengthen coordination among relevant stakeholders and have qualified staff and experience on water sector development and analytical capacity. In order to lead water sector and establish sustainable water resource Department of water resources, require building the capacity of department, formulating national water policy and strategy in coordination with relevant stakeholders.

Based on the discussion between IOM and the Ministry of Energy and Water Resources, Federal Government of Somalia it was identified that Department of Water Resources, within the Ministry, needs a short term national policy and regulation consultant who can support the department through knowledge transfer and building the capacity to strengthen the department to carry out its regulatory, oversight roles and assist the ministry to developing national water resources policy and regulations for the Water and carrying out advocacy to support at national and international levels.

On this background MoE & WR is seeking a qualified candidate to help develop a national water policy document and assist the ministry with necessary regulations from the water law, build the capacity of its staff and develop coordination systems for relevant stakeholders, including advocacy to national and international institutions.

Duties and Responsibilities

Contextual information:

Based on the discussion between IOM and the Ministry of Energy and Water Resources, Federal Government of Somalia it was identified that Department of Water Resources, within the Ministry, needs a short term national policy and regulation consultant who can support the department through knowledge transfer and building the capacity to strengthen the department to carry out its regulatory, oversight roles and assist the ministry to developing national water resources policy and regulations for the Water and carrying out advocacy to support at national and international levels.

On this background MoE&WR is seeking a qualified candidate to help develop a national water policy document and assist the ministry with necessary regulations from the water law, build the capacity of its staff and develop coordination systems for relevant stakeholders, including advocacy to national and international institutions.

The Consultant will have the following functions:

  • Coordinate the development, strategic direction and planning of a water policy in Somalia in close coordination with relevant stakeholder including national, non-governmental and international institutions to support.
  • Strategic guidance and technical advice on water policy.
  • Jointly with other law consultant, participate in the work relating to the development of the draft national policy for water resources management.
  • Based on the existing national report on water policy and law, analyze the water policies that were in force prior to the 1990s and determine the provisions that may still be considered applicable. if feasible, organize and conduct a national workshop for the discussion of the draft legislation developed.

Target Outputs (Measurable Results)

Drafting National Water Policy Document.

  • Organize and conduct a national workshop for the discussion of draft water policy.
  • Training program and skill transfer based on identified needs.
  • Water quality surveillance system and procedure guideline. • Report of the training conducted and documents produced.

MIDA Requirements

Besides the specific outputs mentioned in section IV, MIDA is requiring the following steps/actions to be undertaken throughout the assignment. These are standard requirements for all assignments undertaken through this project:

  1. Transfer of skills: One of the main responsibilities of the Somali diaspora participant, and one which he/she will be measured against, will be to ensure continuous and systematic transfer of knowledge and skills as related to the assignment. It will have to be agreed with the beneficiary institution which civil servants will have to benefit from this knowledge.
  2. Work plan: A work plan will have to be developed with the Supervisor during the first week of assignment which will provide clear and time bound activities to successfully implement the outputs of the assignment. This work plan will be shared with the MIDA Project Assistant. This work plan can be revised during the mid-term review to reflect new developments or changes in strategy.
  3. Mid Term Review: there will be a mid-term review of the assignment between the incumbent and the beneficiary institution to discuss progress of the assignment and feedback on performance.
  4. Interim and Final Reports: A progress report will be submitted by the incumbent to the Supervisor and to the MIDA Project Assistant. Thereafter a final report will be provided at the end of assignment.

Qualifications

Level of Education: Master’s Degree or higher related to water resource management and environmental impact.

Area of Study: Water engineer, Hydrology, Hydro-Geology, Environmental Health or any other relevant field.

Years of work experience in what area(s): At least two years of progressive experience post-graduate in water management and/or environmental impact assessment or other related field.

Languages needed: English and Somali General Skills / Other Requirements:

  • · Strong computer skills.
  • · Strong drafting and reporting skills.

Subsistence Allowance
The monthly stipend amount will be determined based on degree and years of relevant experience.

Security and insurance modalities

Health insurance—including evacuation due to medical emergency—will be provided by the project. However, experts will be requested to provide a recent medical certificate stating that they are physically fit and able to work in a hardship area in Africa.

Please note that IOM, according to the contract, will not be responsible for the security of the qualified Somali expatriates. The host beneficiary institution will be responsible for the security of the individual. Before leaving the country of residence or upon arrival in Nairobi or in Somalia, the qualified Somali expatriate will receive a pre-service briefing including security advice and cultural background.
