The International Rescue Committee has been working in Somalia since 2006, providing essential services to conflict and disaster affected communities. The IRC has been operational in Galmudug, Puntland and Banadir regions implementing interventions in the areas of livelihood, Governance, protection, WASH and health reaching out to conflict and drought affected people. The International Rescue committee is seeking to hire a GBV Response Officer for its Women Protection and empowerment program based in Garowe.

SCOPE OF WORK

The Response officer will oversee Case management and psycho social support services provided to survivors of gender-based violence and women and girls in general, including training and supervision of Case Workers to provide appropriate response services to GBV survivors and development, implementation of basic psycho social support activities for women and girls at the safe spaces and local partner support.

SPECIFIC RESPONSIBILITIES:

The responsibilities of the WPE Response Officer include but are not limited to the following:

Technical-program quality

  • Whenever applicable, provide direct support and care for adult survivors of GBV and age-appropriate specialized support and care for adolescents, male and girl child survivors of GBV.
  • Ensure case workers and GBV nurses follow GBV guiding principles
  • Management of hotline to ensure that survivors from more rural and underserved areas can access information about services and that action is taken to facilitate their access to services in a timely.
  • Ensure proper documentation of reported GBV incidences through utilization of GBV IMS case intake, action, follow up and other case management forms appropriately.
  • Ensure all documentations on reported cases and referrals made are updated, accurate, organized and well maintained by case workers.
  • Work with stakeholders to develop and strengthen referral pathways and to improve survivors access to GBV services.
  • In consultations with women and girls, develop and support local partner to implement a series of age-appropriate and group emotional and social support activities for women and girls.
  • In consultations with prevention team, develop and implement/ share monthly outreach plan and GBV key messages/issues based on case trends to disseminate information on services available and referral pathways.

Training and Mentor-ship

  • Facilitate response -related trainings to local partners, IRC staff and CSOs.
  • Conduct case review and consultation sessions with case workers, including trainings and mentorships on a regular basis to improve skills and capacity to provide services.
  • Facilitate GBV trainings for all relevant community actors on GBV topics.
  • n collaboration with the Manager, facilitate other GBV response capacity building trainings for referral pathway actors.
  • Assess gaps in GBV response services, make recommendations/suggestions for improvements to the supervisor and develop, in consultation with the team and Manager, strategies to address the gaps

Coordination, Relationship Building and Advocacy

  • Develop and maintain positive coordination and relationships with IRC local partners/other GBV partners and promote inter sectoral collaboration with other IRC sector staff.
  • Participate in GBV related assessments, including any inter agency assessments where necessary.
  • Contribute to a positive team spirit among all IRC staff.

Monitoring & Reporting

  • Prepare and submit weekly & monthly reports as required in a timely manner.
  • Participate in the development of spending plans and work plans to ensure timely implementation
  • Monitor and track utilization of program supplies and resources to ensure efficient use of available resources.
  • Ensure tracking of key program indicators and progress through utilization of the M&E data collection and indicator tracking tools.

REQUIRED QUALIFICATIONS:

  • Bachelor of Arts or Science in Social Science, Public Health, Humanities or other related field.
  • Clear understanding of gender, human rights, and issues surrounding violence against women and girls.
  • 2-3 years previous experience leading program implementation that involves and is centered around women girls.
  • Knowledge, skills, and experience in participatory methods of community development and mobilization.
  • Experience facilitating trainings and workshops on responding to and working with women and girls.
  • Familiar with emergency contexts and issues or working with non-profit organizations.
  • Positive and professional attitude, including ability to lead and work well in a team setting.
  • Strong ability to organize and prioritize, meet deadlines, maintain composure, work under pressure, coordinate multiple tasks, and maintain attention to detail.
  • Fluency in both Somali and English required
