Program Background:
This role supports the anticipated 5-year USAID People-to-People (P2P) Reconciliation Project in Somalia. The program aims to transform inter-communal conflict in Somalia’s conflict recovered areas of Middle and Lower Shabelle. Further, P2P seeks to create opportunities for communities in conflict to build mutual understanding, trust, empathy, and resilient social ties by addressing divisions that may be rooted in group differences such as ethnicity, religion, status, gender, class, or political affiliation. This P2P project embraces a Developmental Evaluation (DE) approach to adaptive, agile, and responsive programming able to nimbly shift according to successes, challenges, and changes in the conflict context. DE ensures evidence generated from the activity informs decision-making and program adaptation in real time, by using evaluative thinking and feedback in continuous programmatic adaptations. “The essential purpose of DE is to support the development of interventions that are innovative in engaging highly complex systems, or that are changing in response to changing conditions around them. In conducting a DE, Developmental Evaluators explicitly support the use of evaluation tools, empirical data, and critical thinking in frequent cycles, working in close collaboration with program actors in a process of adaptive learning. Evaluators facilitate a process of conceptualizing, designing, and testing interventions that are new or are adapting to major change”
Job Summary:
As Deputy Chief of Party (DCoP)- Developmental Evaluator (Key Personnel), you will provide strategic leadership in overall implementation design and approach for the anticipated P2P project. As the developmental evaluator you will be embedded into the program team to pr oactively lead analysis and advise on the changes and adaptations required. Your leadership, management and technical knowledge will ensure the delivery of high-quality programming and advance the position of CRS as a leading agency in the field of peacebuilding. As a senior leader within the project, you will provide the technical guidance and leadership to ensure that the project builds on scalable innovations and learning, and develops local capacity. Through your commitment to local capacity development and mentorship, you will oversee a handover/transition in year three of the project to transition the DE post to a local staff role and to yourself shift into a project technical advisor role.
Required Languages – Fluency in English with excellent English writing skills. Somali an advantage.
Travel – Must be willing and able to travel within Somalia.
