Background

The American Friends Service Committee (AFSC) is a Quaker organization that includes people of various faiths who are committed to social justice, peace, and humanitarian service. AFSC promotes nonviolent approaches to conflict resolution. As such, we seek to promote the transformation of cultural and societal norms, values, and behaviors to reject violence, with Simplicity, Peace, Integrity, Community, Equality, and Stewardship as our values.

Somali Program

AFSC believe that young people can positively transform the prevailing context of violent conflicts in Somalia into a more secure, productive and just places. Consequently, AFSC is implementing a Peacebuilding program in Somalia targeting the youth, with the approach of empowering them with peacebuilding, leadership, advocacy and livelihood skills. The livelihood skills are meant to empower them to earn incomes and avoid the vulnerability of recruitment by violent militia groups. The peacebuilding and leadership skills are to empower them to take leading roles in peace-building activities in their localities. AFSC is also currently working in Bosaso to help capacity build local Civil Society Organizations in advocacy that seeks to Positively influence Local decision making in favour of Migrants rights and protection.

The objectives of the consultancy are as follows:

i) To conduct a baseline survey to assess the status of Migrants in Bosaso.

ii) To establish migrants’ needs, data, and information dimensions on the crisis of migrants in Bosaso

The consultant is expected to come up with the following:

i) Respond to the ToR with a technical and financial proposal describing how he / she will undertake the baseline survey.

ii) Present an inception upon contract signing detailing the baseline design, methodology and data collection tools to be discussed and agreed upon with AFSC.

iii) A draft report for review by the Somalia Country program

iv) Do a presentation of his /her findings to AFSC Management Team and the Somalia Country program.

v) A detailed final report as per the objectives of the consultancy both in soft and Hard copies.

Consultancy period

The successful applicant is expected to start the assignment from the 22nd February 2021. The final report should be submitted by the 22nd March 2021.

Applicant Requirements

The consultant or team should have:

a) Minimum 5 years of hands on experiences in conducting baseline surveys, evaluations for development programmes in Somalia context.

b) Excellent understanding of Migrants context in Bosaso.

c) Proven track of record on quantitative and qualitative data collection tools and analysis and participatory approaches

d) Experiences in using theory of change.

e) Strong interpersonal skills and ability to work with people from different backgrounds to deliver quality products within a short time frame

f) Experiences and/or know-how of project implementation at the ground level

g) Be flexible, responsive to changes and demands and open to feedback
