ROLE PURPOSE:

The Procurement Officer is responsible for providing all procurement support requested by the programs as well as handling documents and filing. In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly Contract Duration: 12 Months

Location: Hargeisa

  •  Review procurement requests received and prepared RFQs based on the thresholds and organize for committee meetings, CBA and timely minutes preparation.
  •  Receive qua rterly procurement plans from the p rogram managers and implement as per the procurement delivery date.
  •  Responsible for delivery follow up and coordination with warehouse focal point by providing Pos/ contracts for incoming stock to adequately confirm both required quality and quantity.
  •  Ensure procurement pr ocedures are carried out in line with Save the Ch ildren policy and t he Minimum Standards of procurement.
  •  Ensure donor procurement policies, guidelines and specific requirements are strictly met.
  •  Ensure all department requests for each month is consolidated and delivered as per the required delivery timeline providing regular updates, coordination, and communication.
  •  To establish and maintain good contacts with suppliers, government offices, UN agencies and other NGOs regarding logistical matters
  •  Carry out market surveys and maintain an up-to-date databa se of suppliers
  •  Provide support to the storekeeper in handling supplies and stocks where p ossible
  •  Ensure time ly sharing of solicitation documents w ith the suppl iers and do efficient follow up for timely bid return.
  •  Timely organization of bid opening and ensu re to finalize minutes of the bi d/ committee consensus on time.
  •  Coordinate with the fleet the assistant on timely submission of vehicle data, invoices of rented vehicles and other service providers for timely payment.
  •  Ensure to meeting supply chain reporting requirement on monthly basis on 1 st of every month c7D6KJS Dgn9WK
  •  Ensure Save the Children and donor procurement policies, guidelines are strictly followed for every transaction.
  •  Preparing BI-weekly procurement tracker and share with all relevant budget holders as well as the area Supply chain manager
  •  Respons i ble f or suppl ier mapping and quarterly market price update to ensure market dynam ic is met.
  •  Res pons i ble f or c o ntract management of Hargeisa and field transferred procurement regarding payments of the contr actors by keeping proper records for the payment pack.
  •  Suppo rt in t he preferred supplier and FWA process in Somaliland with the supply chain manager.

Custom clearance (as may require)

  •  Ensure timely preparation of tax exemption requests and the transit approvals for quick release of shipment from the sea and airports.
  •  Ensure tax exemption paperwork and clearance permits are fully filed for future reference.
  •  Follow up with DHL for original shipment documentations in preparations for tax exemption request.

QUALIFICATIONS AND EXPERIENCE

  •  Previous experience of managing a similar work.
  •  Bachelor of Business administration/ supply chain management
  •  Experience in working
  •  Minimum 3 years proven work experience in Logistics within a busy working environment such as a private company or INGOs
  •  Good English language command.
  •  Good computer and writing skills.
  •  Good communication and interpersonal skills.
  •  High level of integrity and ability to work as part of a professional team

Ability to work under pressure to meet tight deadlines
