SUMMARY

The Monitoring and Evaluation Officer (M&E Officer) is responsible for planning, leading, and coordinating monitoring, evaluation, accountability, and learning exercises, both quantitative and qualitative, for Qatar Charity projects and programs in Somalia.

M&E Officer will be responsible for working closely with QC projects/programs staff, partner NGO staff, and other relevant stakeholders. He/ She will support the analysis of results and help develop products to disseminate the findings of surveys and assessments, including designing reports.

The M&E Officer will support program design by writing M&E frameworks and plans, tracking progress against program-wide monitoring indicators, collecting, and drafting information relevant to improving the evidence-based programming.

Key roles and responsibilities:

  1. Design and implement the MEAL activities in coordination with Program/ Project staff and other relevant stakeholders.
  2. Ensure the project baseline is planned, coordinated, and implemented as scheduled.
  3. Ability to travel within/out of the country to supervise and implement M&E activities.
  4. For assigned projects, assist teams to apply a Monitoring and Evaluation (M&E) system (comprehensive log frame, M&E plan and indicator tracking table, data collection tools, information flow, reporting, and review) consistent with the QC M&E policy and guidelines, as appropriate, and in accordance with specific donor requirements.
  5. Work with partners to ensure quality programming and adherence to minimum standards including QC M&E guidelines, values and principles, SPHERE, and other sector standards and protocols as well as the mainstreaming of crosscutting themes (Gender, Protection, Disability, and Environment).
  6. Ensure that monitoring incorporates and considers aspects at output, process, context, outcome, and impact levels for assigned projects and that appropriate data collection and reporting tools are developed and used.
  7. Develop tools to gather relevant data according to donor and QC log-frames.
  8. Train and supervise field staff on data collection related to carried-out assessments.
  9. Synthesize and analyze M&E quantitative and qualitative data received on a regular basis.
  10. Ensure effective monitoring through regular field visits, conducting data verification, quality assessments, and reporting the findings.
  11. Coordinate periodic reviews with partners to facilitate dialogue and intentional learning and reflection from assessments, program progress monitoring, etc., to improve project implementation and project quality.
  12. Ensure regular updates of the beneficiary database.
  13. Ensure a master indicator database is developed for the project and is updated regularly.
  14. Prepare and lead end-of-project evaluations as per QC and donors’ requirements.
  15. Prepare monthly M&E plans and corresponding reports covering work completed for the period under review and ensure that key performance indicators are captured.
  16. Review monthly and periodic reports produced by projects/programs to ensure compliance with recommended M&E guidelines, formats, and programming standards.
  17. Design, conduct, and report on post-distribution/implementation/ monitoring/end-to-end verification surveys as required by projects.
  18. Ensure that projects’ M&E systems and reporting clearly reflect QC’s contributions to the well-being of children and other vulnerable groups.
  19. Support Project Managers in preparation for donor reporting by providing information coming from monitoring findings and data collected from field staff in a timely manner.
  20. Organize and facilitate training on M&E functions for capacity development and awareness with implementing partners and QC field staff.
  21. Orient new partners and staff to the M&E requirements of their projects and their role in ensuring an effective M&E system for the project.
  22. Organize and lead learning and innovative opportunities aimed at improving project effectiveness.
  23. Ensure that projects have a system to track information produced to help report to donors and the management.
  24. Determine research needs, develop ToRs, supervise consultants, and research teams; undertake capacity building activities for staff and other stakeholders with a view to improving monitoring and documentation of programs.
  25. Lead in developing a responsive, functional, and appropriate feed-backing mechanism, which can improve current project implementation and guide future programming.
  26. Actively promote Qatar Charity’s Code of Conduct, ethics, values, and standards, including the Prevention of Sexual Exploitation and Abuse.

Job requirements:

  1. Bachelor’s Degree in M&E, social sciences, or relevant fields
  2. At least Five years of experience in designing and implementing monitoring and evaluation tasks; or an equivalent combination of education and experience.
  3. Demonstrated ability in the use of quantitative and qualitative data collection and analytical techniques.
  4. Excellent written and oral communication skills in Arabic and English.
  5. Computer proficiency in word processing, PowerPoint, database, spreadsheet, and graphics presentations (including one or more of the following programs: Excel, Access, Power BI, SPSS, ODK), and other internet applications.
  6. Demonstrated ability in the use of quantitative and qualitative methods including questionnaire design, survey techniques, and participatory approaches.
  7. Strong interpersonal skills and the ability to work in a team.
  8. Demonstrated ability to transfer knowledge through informal and formal training.
  9. Good organizational and time management skills.
  10. Previous experience in developing and Designing Monitoring and Evaluation tools.
  11. Preferred working knowledge of advanced statistical packages (SPSS, EPI-Info, STATA, Excel, etc.).
  12. Understands fundraising, relief, development, and advocacy issues, including operational consequences.
  13. Understands international standards in humanitarian protection and accountability (e.g. HAP, SPHERE, Red Cross Code of Conduct, etc.).
  14. The ability to write very good quality reports in Arabic and English is required.

LANGUAGES

  1. Ability to read, write, analyze, and interpret technical and non-technical reports.
  2. Ability to speak, write and read Arabic language a REQUIRED CONDITIONS.
