Joint Policing Programme (JPP) Background Somalia is undergoing a significant phase in its political and security development – one that offers opportunities as well as challenges to efforts to secure the foundations of longer-term stabilization and peace. The Federal Government of Somalia (FGS), established in 2012, has now held two consecutive landmark Presidential and Parliamentary elections, the most recent being in May 2022. Recent high-level political dialogues present some hope for a Somali path to peace. Power relations between the country’s centre and periphery remain at the centre of the Somali crisis, however, and significant questions regarding Somalia’s national security architecture are yet to be adequately negotiated and resolved. Against this backdrop, the expansion and development of professional and accountable civilian policing is both a critical precursor to peace-building efforts and a point of significant political contestation. To that end, Somali authorities have developed a New Policing Model (NPM), which codifies a two-tier federated policing structure.

International funding has been crucial in sustaining the Somali Federal and Federal Member States (FMS) Police in returning a degree of security and rule of law to the country. The continuation and expansion of these efforts are crucial over the coming years. To enable this, the Joint Policing Programme (JPP) supports the Federal and FMS police to implement the country’s two-tier federated New Policing Model (NPM). The JPP takes advantage of the current situational opportunity to enhance collaboration in support of specific and realistic activities aimed at increasing the number of police officers operating across the country and their effectiveness in providing critical basic policing services to communities. By bringing together donor funding for the Police into one programme, the JPP enables the efficient and effective allocation of resources and fosters stronger strategic partnerships between Somali and international actors.

Scope of Assignment:

Under the overall oversight of, and reporting directly to the Programme Management Specialist, the Programme Management – Senior Officer will support the Programme Management Specialist in the effective delivery of programmatic outputs to maintain and enhance the reputation and credibility of UNOPS as an effective service provider to the Federal Government and Federal Member States of Somalia, Partners, and Donors and she/he will be responsible for, but not limited to, the following key summary responsibilities:

  •  Support Programme Management and Implementation
  •  Stakeholder Management, coordination and liaison
  •  Knowledge building and knowledge sharing

Functional Responsibilities

Under the overall oversight of and reporting directly to the assigned Programme Management Specialist, the Programme Management – Senior Officer will be responsible for, but not limited to the following responsibilities: 1. Support Programme Management and Implementation:

  •  Lead the day-to-day programme management compliance tasks and update one UNOPS Project (OUP) and Monday.com weekly.
  •  Coordinate seminars and other events on substantive thematic areas, including developing comprehensive event programmes, identifying participants, and preparing documents and presentations.
  •  Lead JPP activity monitoring efforts including periodic review of Monday.com inputs, highlighting areas of issue/concern and analysis of delivery progress against planned.
  •  Provide comprehensive inputs and assist with preparation/finalization of documents for approval, including monthly, Quarterly Plans, and Quality Assurance presentations.
  •  Lead internal review to verify, document, and analyze JPP programme outputs from inception to date
  •  Maintain JPP output database and respond to ad-hoc internal (UNOPS) and external (e.g donors, UN) data requests
  •  Knowledge management and document management.
  •  Manage information flows and oversee change controls, risk registers, and issue management; document and feedback lessons learned and best practices.
  •  Liaise with implementing partners (Infra, stipends, NLS, and UNDP) on all compliance and coordination activities.
  •  In coordination with the Joint Policing Programme (JPP) team, they will lead the preparation of donor reports (quarterly & annual reporting) and PMM reporting requirements.
  •  Maintain records of project files (Work requests) and other supporting documents.
  •  Assist in monitoring projects/programme financials and advise the Programme Management (Budget) Specialist accordingly.
  •  Develop, supervise and manage task lists for team members to ensure efficiency and quality at all times.
  •  Advise the Programme Management Specialist of any possible deviations from the plan.
  •  Supervise, monitor, and evaluate performance of service providers delivering to project priorities
  •  Other duties as required by the Supervisor.

2. Stakeholder Management, coordination, and liaison:

  •  Establish productive working relationships with EU entities, Federal Government of Somalia (FGS), and relevant UN, development partners, and other key stakeholders.
  •  Coordinate and organize meetings between team members, EU, and government as appropriate.
  •  Ensure meeting minutes are recorded, circulated, and archived as appropriate.
  •  Understand the UN Development Assistance Framework (UNDAF) and UNOPS, the project’s place in the UN system.
  •  Ensure linkages with the Sustainable Development Goals (SDGs) and seek to contribute within the deliverables of the project.
  •  Strive to build effective coordination among relevant project actors (e.g. The EU, United Nations, governments, non-governmental organizations, or other relevant partners).

3. Knowledge building and knowledge sharing, focusing on achievement of the following results:

  •  Maintenance of accurate data and information to facilitate monitoring and evaluation of project and service activities, and institutionalization and dissemination of knowledge
  •  Publication and sharing of information and knowledge with colleagues, clients, and partners
  •  Participation in the training for the programme, operations, and projects staff on programme/project management

The effective and successful performance of the Programme Management – Senior Officer will support the Programme Management Specialist in the effective delivery of programmatic outputs to maintain and enhance the reputation and credibility of UNOPS as an effective service provider to the Federal Government and Federal Member States of Somalia, Partners, and Donors.

Education/Experience/Language requirements

Qualifications and Experience A. Education

  •  Master’s Degree in Project/Programme Management, Business Administration, Finance, Logistics, International Relations, Monitoring & Evaluation, International Development, or other relevant discipline is required.
  •  Bachelor’s Degree in Project/Programme Management, Business Administration, Finance, Logistics, International Relations, Monitoring & Evaluation, International Development, or other relevant disciplines in combination with an additional two (2) years is acceptable in lieu of the advance degree.
  •  Technical/Professional Diploma Certification in Project/Programme Management, Business Administration, Finance, Logistics, International Relations, Monitoring & Evaluation, International Development, or other relevant disciplines with a combination of an additional four (4) years of relevant professional experience may be accepted in lieu of the advance university degree.

Certification:

  •  Training in Programme Management/Project Cycle Management, Office Management/Administration is an asset.
  •  PRINCE2® Foundation/Practitioner Training Certificate is an asset.

B. Work Experience

  •  A minimum of two (2) years of progressive professional experience, specifically in the field of Programme Support Management and/or Operations Management and/or Monitoring and Reporting is required.
  •  Experience and demonstrated knowledge of UN /UNOPS rules and procedures in Procurement, Finance, HR Management, and administrative rules and regulations will be an advantage.
  •  Multi-tasking, flexibility, and attention to the social, economic, and cultural preferences of communities while maintaining a high service level is preferable.
  •  Experience /knowledge of Google Suite is an asset.
  •  Work experience in developing / post-conflict countries is desirable.

C. Language Requirements:

  •  Fluency in writing, reading and speaking English Language is required.
  •  Working knowledge in both written and oral Somali is an asset.
